      That is the initial value for table-omit-header-at-break= so the problem
      must be elsewhere.

      I wonder, perhaps, the original poster is unfamiliar with <table-header>
      and is just putting all rows into <table-body>. I just tested
      <table-header> with FOP 0.20.3 and my header row was repeated at the start
      of the next page.
