      Michael: An even worse problem with compulsory cycle helmet wearing
      it that in New Zealand it has been allowed to become a substitute for
      policy, with helmet-wearing statistics and enforcement campaigns but
      precious little else. Thankfully, this 'policy' seems to be changing.
