- One of the fallacies of transportation improvements in the Los Angeles area
is this notion that incremental physical improvements will satisfy all of the
ills of these congested freeways, or better now known as stallways.
Sustainable congestion is more the course of business here and planning has
missed the mark. The focus on adjusting work habits, spreading the work
hours out over the course of the business day and adjusting days off,
telework policies and mandates to nominally utilize public transportation all
could play a role of reducing congestion in the area.
Perhaps all cities could learn a tip from the model set forth during the 1984
L.A. Olympics where the city and private sectors joined in a cooperative
effort that markedly reduced congestion throughout each day, the entire day
and throughout the 12 day Olympics event.
