be used by anyone who might reasonably want to use it. Private cars don't score
on this because they rely on someone being able to afford to buy one, find
somewhere to keep it, and drive it. For carshares the first is less likely to be
a problem and the second certainly isn't, but the third may still be. For
conventional taxis affordability is again a problem.
