      It is difficult for the GOP to oppose legislation that does not exist.
      Senate Democrats have not produced a budget in over two years, let alone
      brought one up for a vote. House Republicans, on the other hand, have
      produced budgets that, while not cutting government spending, at least slow
      down the pace of its growth. Senate Dems rejected that, of course.

      The simple truth is that the left is afraid to propose a budget because it
      will then expose them for what hey are: big spenders who have no intention
      of ever balancing the budget. Instead, they play the game of bringing up
      minor bills for a vote simply to force the GOP to vote against them. How
      childish: "We proposed free stuff for Americans and those mean Republicans
      voted against it!

      Now we see the shameless Joe Biden arguing that the GOP's opposition to
      Obama's and Reid's $35 state bailout legislation means they support rape.
      Police officers are paid by local municipalities; the federal government has
      no business getting involved in that. If a state has a budget shortfall,
      that is the fault of the state's legislators. State budgets have increased
      about 10 percent over the last two years. If they do not have money for cops
      and teachers, where did that extra 10 percent get spent? If Illinois cannot
      balance its budget, why should taxpayers in other states have to pony up
      cash for them?

      Further, if a state is low on funds, why must it threaten to lay off cops,
      firefighters, and teachers? Are there no other public employees who can be
      laid off? Of course there are - but the game doesn't work if you threaten
      only to lay off unnecessary bureaucrats. So they threaten to cut the most
      critical functions in order to blackmail the voters into giving them the
      cash they want.

      There are 15 million people looking for work in this country. Why do Obama
      and the Dems insist on "rescuing" existing public sector employees over
      creating jobs in the private sector? Because giving cash to the public
      sector workers means dues for the labor unions that finance the Dem
      campaigns.

      The Dems play the game well. they hand out goodies and then excoriate the
      GOP for wanting to stop the process. Obama and Biden may just as well
      criticize Republicans on November 1 for not passing out candy to children as
      they did on October 31.
