      the train along with county commissioners because that is who they work
      for. In some cases, in rural Montana, the EM Coordinator might only

      paid $100 - 200 a month and are expected to do the work of a full-time
      Coordinator. Sad but true, that is rural America. What suffers, plans,
      EOCs (which in some cases don't exist) coordination between agencies,
      etc. Thank your lucky stars if you are full time and have folks
