The D.C. Council has passed an emergency bill that requires taxis to pick up riders at a central location in the busy neighborhood rather than cruising the streets to find passengers.
At a public hearing in January, local business owners urged the council to pass the bill before summer, citing heavy congestion along 18th Street northwest.
Officials estimate that during peak late-night hours, 80 percent of the traffic in Adams Morgan comes from cruising taxicabs.© 2008 WJLA-TV
