Is there any special thing to mark a person as such, or simply the fact that this guy is counting all the time make him stand out?

There is no particular mark for the flugleman other than his position in the
line and the fact that he advances in front of the line to give the timings
of various actions. Although it is a much later period if you have ever seen
the ORIGINAL version of the film 'The Four Feathers' there is a great example
of how the flugleman is used to do this, in this case to fix bayonets.
Incidentally that film was made between the wars with real British soldiers
        wearing real Victorian uniforms.

        Cheers

        Tim
