      To: WREGIS Institutional Committee

      On a conference call this afternoon, we discussed the merits of small (5), medium (9) and large (15) WREGIS governing committees.  There was support for all three, so we decided to develop all three as options, similar to the way the Straw Proposal developed a large (15-member) committee.  We have volunteers to lead subcommittees to develop these three options by this Friday, 9/3.  They are:
      small--Bill Westerfield, CEC

      medium--Laura Nelson, ID PUC
      (208-334-0363, lnelson@...)
      large--Barbara Lockwood, APS

      (602-250-3361, Barbara.lockwood@...).


      Whether or not you were on the call today, if you're interested and willing to help develop one of these options, please contact the subcommittee leader.

      All options will use the format of the previous Straw Proposal (be sure to look again at the governance principles that were attached) and will include the principles and reasoning for proposing both the size and make-up of the governing committee, as well as the role of an Advisory Committee.

      Schedule:
      3 options by email to IC by Friday, 9/3
      conference call to discuss them, Thursday, 9/9.

      The IC could discuss these alternatives and reach a consensus on one everyone can support or at least live with, or it could decide to advance  two or three to the next level--comments from the larger working group. After that, the IC will decide again--to agree on one, or to send two or three to the project sponsors.

      The deadline for completing all of our work is the end of September.
