1. Congratulations to Professor Tony Varona for organizing a very successful Latino & Latina Critical Legal Theory (LatCrit) Conference on October 1-4, 2009, which was hosted by WCL. Also congratulations to our own Professor Maryam Ahranjani for a well received presentation on a paper she is working on that highlights LAAW's formation and the transformative effects of mentoring.

Judge Wardlaw is the second Jurist-in-Residence at WCL, visiting with students, lecturing in classes and to the faculty and judging the Wechsler First Amendment MootCourt. Judge Wardlaw has had a distinguished career on the bench, serving as a U.S. District Court Judge in Los Angeles for two-and-a-half years before being elevated in 1998 to the U.S. Court of Appeals for the Ninth Circuit. She is a graduate of UCLA Law School and practiced law in Los Angeles for 15 years before going on the bench. In the spring 2009, she was mentioned as a serious contender for the Supreme Court vacancy created by the retirement of Justice David Souter. 3. Vote for Omar Vargas for Líder of the Year
Our fellow LAAW member Omar Vargas has been nominated to be "Líder of the Year," a grant program established by MillerCoor to honor the importance of leadership in the Hispanic community and to provide valuable resources to help members of the community with the challenges of today's economic climate. If he wins, he will receive a $25,000 grant to help the Deauville Relief Fund, a non-profit organization dedicated to helping victims of a fire that decimated a building in Washington, DC last year. The Fund seeks to help former resident-victims of the Deauville Building fire, nearly all Latino families, with help as they recover and resettle. 4. Hispanic Heritage Month at the Library of Congress
Arizona Congressman to Deliver Closing Keynote Address for Hispanic Heritage Month at the Library of Congress
In honor of Hispanic Heritage Month, Rep. Raúl Grijalva (D-Ariz.) will deliver the closing keynote address on Tuesday, Oct. 13, at 1:30 p.m. in the Mumford Room, located on the sixth floor of the Library of Congress' James Madison Building, 101 Independence Ave., S.E., Washington, D.C. The event is free and open to the public; tickets are not required. A small reception will follow.
The theme of this year's celebration, which runs from Sept. 15 through Oct. 15, is "Embracing the Fierce Urgency of Now!"
A special display from the Library's collections highlighting the contributions of Hispanic Americans to the nation is on view in the Madison Building foyer through October 15, 2009. The Library launched an online resource page which highlights the collections on Hispanic Americans, their contributions and accomplishments. COUNSEL TO THE MAYOR
The Counsel to the Mayor is the top legal advisor to Mayor Antonio Villaraigosa and chief ethics compliance officer for the Mayor's Office. The Counsel provides legal and policy advice to the Office of the Mayor regarding ethics compliance, conflicts of interest, litigation, claims, labor relations, executive employment, risk management, legislation, elections, and various other matters. The Counsel oversees a small team of lawyers and other policy experts in providing these and related services to the Mayor and his senior staff.
The Counsel is one of four members of the Mayor's Executive Team and, as such, participates in high-level discussion and oversight of all Mayor's Office activities, including the supervision
of all general managers and commissions, City Council relations, and all internal operational and external relational services of the City. The Counsel is also a member of the Mayor's senior staff, including the Executive Team, Deputy Mayors, and Senior Advisors. The Counsel also serves as the Mayor's designee on the three-member City Claims Board, which reviews all proposed litigation compromises over $50,000. The Counsel and legal team are responsible for oversight of the City Clerk's Office and City Personnel departments. This includes certain budgetary and policy matters and review of citywide hiring, transfer, and promotional practices. The Counsel is also responsible for providing the liaison between the Mayor's Office and the City Attorney's Office, City Ethics Commission, and City Employee Relations Board. The Counsel is the Mayor's lead City union liaison and labor negotiator, in coordination with the CAO Employee Relations Division, and serves as staff to the Mayor in his role as Chair of the City Executive Employee Relations Committee. The Counsel and team also oversee the Mayor's Office internship program and other human resources issues related to the Mayor's Office staff and all City general managers. The Counsel's office also currently oversees and directs the Mayor's Office of Immigrant Affairs. The Counsel must maintain a close working relationship with the Chief of Staff, Deputy Chiefs of Staff, and Deputy Mayors in order to provide legal advice and counsel when needed in reviewing policy matters. The Counsel's team oversees responses to all Public Records Act requests submitted to the Mayor's Office. The Counsel and team review all City Council actions and make recommendations for mayoral action (veto, signature, return without signature) in the areas of litigation settlements, ordinance enactments, charter reforms and other voter measures, outside counsel contracts, federal/state legislative positions, and relevant expenditures or fund transfers. The Counsel and team review contracts within Mayor's Office and various related City department-initiated contracts. The Counsel drafts or reviews and approves all mayoral Executive Directives, and Counsel and team are responsible for monitoring compliance with various directives. The Counsel reviews and approves mayoral correspondence in areas related to responsibilities. The Counsel also oversees mayoral initiatives in the areas of labor, ethics, civil rights, immigration, and criminal and civil law reform. The Education Policy Director will oversee, coordinate and drive the Mayor's education policy agenda.
Specifically, the Director will:
o Further develop and oversee implementation of the Mayor's education policy initiatives;
o Analyze and evaluate education policy proposals from partners and others;
o Coordinate outreach and collaborative efforts with external stakeholders and partners, including institutions of higher education, education reform organizations, parent groups, charter and charter management operators, school-related labor organizations, and philanthropic groups;
o Work closely with the LAUSD Board and Superintendent Cortines to ensure seamless coordination of city and LAUSD programs;o Monitor education legislation and funding opportunities on the Federal, State, and County level;
o Coordinate education work with leaders of multiple divisions of the Mayor's team, including Education, Youth and Families, the Partnership for Los Angeles Schools, Communications, and Office of Strategic Partnerships, among others.
Candidates must have a minimum of 5 years of leadership experience in the field of education, as well as significant expertise in urban education policy development.
