That is true. Junior women can race with the elites. Although now I'm unsure of what license they can use to do so. But they're not age-restricted. Vos was on the worlds team for 'cross when she was still a junior, for example.

Juniors: Racing age of 17 & 18.
Racing age for this season is your age on 31DEC11.
What is the minimum age one must be in order to compete in the UCI elite events? 18 in cross years?
