      Brown appeals injunction blocking enforcement of conversion therapy ban

      SAN FRANCISCO — California Gov. Jerry Brown this week appealed a U.S. District Court injunction that has blocked the enforcement of a new state law that prohibits providing controversial “gay-to-straight” conversion therapy to LGBT youth.

      The notice of appeal was filed Wednesday on behalf of Brown and the Medical Board of California by state Attorney General Kamala Harris with the U.S. 9th Circuit Court of Appeals, which ruled Dec. 21 to block the law pending a decision on its constitutionality.

        Amid fears that Uganda’s notorious ‘Kill the Gays’ Anti-Homosexuality Bill will soon be revived in parliament, the country’s Prime Minister, Amama Mbabazi, has appeared to distance himself from aspects of the proposed legislation. He has implied that the government may not support the bill in its present form. This may be the reason it was not passed, as expected, in the run-up to Christmas.

The suit uses the Alien Tort Statute to charge Lively with crimes against humanity for his activism encouraging persecution and denial of basic rights to LGBT people in Uganda.

        President Obama spoke about Jeanne Manford in a speech he gave at the annual Human Rights Campaign National Dinner in 2009. Her son, Morty, was an important figure in New York City's gay community during the turbulent 1970s.

         

        "Soon after the protests at Stonewall 40 years ago, the phone rang in the home of a soft-spoken elementary school teacher named Jeanne Manford," he said. A police officer told her Morty had been arrested.

        "And then the officer added one more thing," the president continued. " 'And you know he's homosexual?' Well, that police officer sure was surprised when Jeanne responded, 'Yes, I know. Why are you bothering him?' "

          Montana to consider bill to repeal outdated law that criminalizes gay sex

          HELENA, Mont. — LGBT advocates said Monday they hope the Montana state legislature will finally repeal an obsolete state law that criminalized gay sex before it was struck down by the courts in the 1990s.

           

          The Montana Supreme Court in 1997 ruled as unconstitutional the portion of the “deviate sexual relations” law that includes “sexual contact or sexual intercourse between two persons of the same sex” in the same definition that also includes bestiality.

          Russia Moves to Enact Anti-Gay Law Nationwide

          Kissing his boyfriend during a protest in front of Russia’s parliament earned Pavel Samburov 30 hours of detention and the equivalent of a $16 fine on a charge of "hooliganism." But if a bill that comes up for a first vote later this month becomes law, such a public kiss could be defined as illegal "homosexual propaganda" and bring a fine of up to $16,000.

          The legislation being pushed by the Kremlin and the Russian Orthodox Church would make it illegal nationwide to provide minors with information that is defined as "propaganda of sodomy, lesbianism, bisexuality and transgenderism." It includes a ban on holding public events that promote gay rights. St. Petersburg and a number of other Russian cities already have similar laws on their books.

          Whether his alliterative reference to three landmark sites in struggles for equality will become as oft-quoted as John Kennedy’s "Ask not what your country can do you for you -- ask what you can do for your country" may be up in the air. Including Stonewall with Seneca Falls, the Upstate New York town where America’s feminist movement was born; or Selma, Ala., where the police attack on peaceful marchers galvanized the Civil Rights movement, was a rhetorical assertion of the singular importance of the birthplace of the modern gay rights movement as part of the American "journey," as he called it.

              AIDS-Free World on Feb. 7 filed the complaint with the Jamaica Supreme Court on behalf of Javed Jaghai, who said his landlord kicked him out of his home because of his sexual orientation. So did a transgender woman in a ruffled, purple gown, as well as seven men wearing matching baby blue pants and neckties.

                 

                The U.S. embassy here made history earlier this month by hosting a gay pride reception attended by about two dozen openly gay Ivorians.                 In December 2011, President Barack Obama signed a memorandum instructing federal agencies to promote the rights of lesbian, gay, bisexual and transgender people overseas. The memorandum coincided with a speech by then-Secretary of State Hillary Clinton at the Human Rights Council in Geneva declaring that "gay rights are human rights, and human rights are gay rights." Here are some developments concerning anti-gay legislation in Africa since the memorandum was issued:

                UGANDA: A bill originally calling for the death penalty for "aggravated homosexuality" was re-tabled in February 2012. "Aggravated homosexuality" includes engaging in gay sex three times or while HIV-positive. The bill would also punish Ugandans who fail to turn in homosexuals to the authorities. President Obama called the bill "odious" in 2010. Its author has since said the death penalty provision has been removed.

                LIBERIA: Lawmakers introduced two bills in 2012 that would strengthen existing anti-gay provisions in the criminal code. A bill banning same-sex marriage was unanimously passed in the Senate but has yet to be taken up by the House of Representatives. A bill in the House of Representatives is broader, and includes a provision banning the "promotion" of gay sex. The bill has yet to be voted on.
