      "The dispute ultimately may be resolved in a civil complaint in
      which the couple, Robert Carroll and Russell Elenz, allege that
      trustees of a facility called The Historic Methodist Camp
      Ground in Des Plaines, Ill., denied them and Mr. Carroll's foster
      child housing in a cottage. Des Plaines is in the northwest suburbs of
      Chicago.

      Caught in the middle of the litigation is The United Methodist
      Church's Northern Illinois Annual Conference, which is named as a
      co-respondent with the campground in the complaint that was filed
      recently with the Cook County Human Rights Commission."
