- I haven't the books here, but it said that his mother went to live at a 'refuge' somewhere in Eriador, so I would guess that it would be the second. Although Dunedain families planted in the smaller settlements might have also existed; they could have served as a support network for the Rangers.

there were small settlements of Men scattered about Eriador but
which were too small too be significant. Did the Dunedain live
among them in secret or were there small settlements of only
Dunedain who kept their ancestry secret from outsiders?
