About your headdress base, I needed to do some 20s hats for Anything Goes and glanced at some white cotton sailor hats and had a moment. If you turn the brim of the sailor hat down it makes a great base for a cloche. I would cut the lower back of the edge away so as to fit against the neck better. Hving said all this , I ordered my hats from Jacobson Hat Co. by the dozens . They are very cheap and while ordering the sales person told me that they sell about 100,000 sailer hats a year. They sell a lot to people like the costumers who create the Mummer's Day Parade costumes for bases for their headresses and many dance groups and theatrical groups. They do have a nice stiff base to work from and are easily sewn upon . HOpe this helps.
