      Here is the description that i have to work with

      If you have lost a size or 2 in your bodice, you use this strap or chain
      to gather up the dress in the back to tailor your fit. I have a friend
      on line that is looking for one. It could be used to make a costume fit
      , etc...

      any info would be appreciated

        There are two things you can do. You can buy clips to put on the
        back....these were popular in the 80's and sometimes had flowers or other decorations on
        them. You can still get plain ones at some fabric stores.
        They have clips like the ones for mittens on either end of a piece of
        elastic. YOU could even make them yourself if you cant find them.they can be left
        plain, decorated or covered with matching fabric.

        Another less obvious way to adjust a size is to sew twill tape inside the
        dress at the side seams . One at the waist, one near the underarm seam and
        possibly one halfway between. It would depend, of course on how well the excess
        needs to be hidden at the back, so you may do one method one one costume and
        another on the other. Do a search for "mittens + clips"
