You could try Rally Round the King by Two Hour Wargames. Although it is written for fantasy, many of the armies listed are based on historical forces. See RRTK

If your figure ratio is 1:1, you are doing minor tactics. I'm curious how you define tactics for what would be different types of armed bands, either

Thanks Mel, that is a helpful link. I am starting to see that as you go down the figure sizes you reach a point where you lose the individual characterisation
