      We are pleased to inform you that Mr. Rastislav Kacer, new Ambassador of the
      Slovak Republic to the United States of America has arrived to Washington,
      DC and on July 30, 2003 presented the copies of his letter of credence to US
      Secretary of State Mr. Colin Powell. Thus, Mr. Kacer has formally started
      performing his duties as appointed Ambassador of the Slovak Republic to the
      United States of America. Mr. Kacer will present the original of his letter
      of credence to US President George W. Bush in the beginning of September at
      the White House.

      Mr. Kacer has arrived to Washington, DC from his post of State Secretary
      (Deputy Minister) of Defense of the Slovak Republic, which he had held from
      February 2001. Before, he was the Director General of the Division of
      International Organizations and Security Policy at the Slovak Ministry of
      Foreign Affairs. His main task at the Ministry of Defense was Slovakia¹s
      accession process to NATO, which is being successfully concluded after
      Slovakia¹s invitation to join the Alliance at the Prague Summit in the fall
      of last year. Mr. Kacer had been working at the Foreign Affairs Ministry
      since 1992 and between 1994-98 was posted at the Slovak Mission to NATO in
      Brussels.

      Ambassador Kacer was born on July 9, 1965, in Nova Bana (Slovakia), educated
      at the Slovak Technical University (MSc in Organic Chemistry) and Institute
      of International Relations, School of Law, Commenius University in
      Bratislava. He is married to Otilia Kacerova and has two children ­ daughter
      Veronika (17) and son Samuel (8).
