      That metal tag or badge from the Carnegie Clairton Works turns out to be some kind of token, called a badge. Mario scanned the front and back. It's like a coin with a hole in the top. On the reverse side it says that if the employee loses it, he has to pay fifty cents to the Time Department. So it must be quite old, and could fit the time period when the lost uncle was working in America c. 1912-?. History detectives who want the scans please let me know.
