      Yes, but it can depend on the interpreter (software).  I tend to stick with I and J parameters rather than radius because radius can sometimes produce unwanted results.

      Thanks for the helpful reference to arcs and circles.  The short answer to my question is if parameters are chosen that will produce two
      different arcs, then if a (+) r value is used the shorter arc (<180 deg) will be selected and if a (-) r value is used the longer arc (>180 deg) will be selected.
