The Online Citizen (TOC), one of Singapore’s top socio-political blogs, may shut down for good, if the latest MDA licensing rules apply to it.
In a statement published on its website, TOC confessed that its readership and “regularity of our posts on Singapore news and current affairs” put it within MDA’s new licensing framework.
From 1 June 2013, MDA requires news websites to obtain an “individual licence” which:
(i) report an average of at least one article per week on Singapore’s news and current affairs over a period of two months, and
(ii) are visited by at least 50,000 unique IP addresses from Singapore each month over a period of two months.
As such, TOC said that if the new licensing rules apply to them, “we will have to reassess the viability of continuing the website in light of the significant financial and legal liability the new rules impose.”
TOC is one of Singapore’s top socio-political blogs. It is ranked 1,527, second to TR Emeritus (TRE) at 289.
If indeed the new licensing rules apply to TOC, then this would be the second “brush” that TOC has had with the authorities.
In February 2011, TOC was gazetted and declared a political association under the Political Donations Act. Many then had expected TOC to “close shop” like sintercom, but it never did and the team carried on despite all the odds and restrictions imposed on it.
This time round, TOC and a lot of other big and small blogs may not be so lucky (to not close shop) as according to our techie, going strictly by point (ii) i.e. “are visited by at least 50,000 unique IP addresses from Singapore each month over a period of two months”, a number of blogs in Singapore from Leong Sze Hian, Catherine Tan, Yawning Bread to TRE would fall into that category.
Our techie feels that if MDA imposes the new licensing rules strictly, more than half of Singapore’s active bloggers will find themselves ”jobless overnight or paying $50,000 to keep their job”.
Should that happen, the pride in declaring Singapore one of the world’s “most wired” cities would be hollow and meaningless.
