      BIOS reports:
      Serial port A - enabled
      Base I/O address address - 3F8 (roughly matching Device Manager COM1 resource range 03F8-03FF)
      Interrupt - IRQ4 (matches device manager COM 1 setting)

      Did you manage to try and check the Computers System BIOS settings for any Serial COM1 settings ?

      The card you show looks like it would fit a newer PC slot.  Is it available somewhere?

      As for the DIP Switches the Manual is referring to... many of the older RS232 Serial computer Cards had a set of DIP SWITCHES to configure Port settings.
