      Dear Felix

It implies but it needs to explain a bit more, according to Abhidhamma,
( The Higher doctrine ) the mind itself cannot make good or bad, it is only
to know the objects. It arises together with mental factors like greed, hatred
and delusion etc from the negative side.
The ignorance which always accompanies with the mind.
Hence there is no precursor to nama.

No, it's not only in nibbana there is no nama but
there is also unconscious beings called Asannasatto deva, they are
inhabitants of the eleventh Brahmaloka; they pass their existence in
a state of total unconsciousness like statue.
It is because of their way of samatha meditation.
