During the life of the Justice Misra Commission, each one of us gave
a colossal amount of material to the Commission.
The Commission has submitted its report -- three quarters favorable
and a strong negative report from Asha Das, the member secretary.
The Buta Singh Commission ahs also given its report. The Government
has now submitted the matter to the Backward Classes Commissions.

My enquiries reveal that after the report was given, the Misra
Commission office was wound up, and all material dumped in a godown
of the Parliament House complex where it is now out of reach for
most of us, even if we want to refer to it for our own study and
future advocacy campaigns.
Some of the material is one of a kind - birth certificates and such
like. There are also old and new books of which perhaps others may
still have a copy or two.
Unfortunately, material that was generated in the seminars in the
India International Centre, Delhi School of Economics, and the Tata
School of Social Sciences is also in this pile.
Material given to the Commission during its sittings at various
places is also not available for study any more
I am talking only of material submitted by Christian groups and
individuals, and not by the Muslim and Hindu groups. That too would
be of much interest to us, and we must have copies of that, too.
This is a historic loss as it is. Not to try to recoup what we can,
would be disastrous and would affect future advocacy and scholarship.
I, therefore, propose the following:
1. We use the RTI and the channel of the courts to claim possession
of the material which is historic value and of tremendous use for

1. We try to replicate all material every submitted to the
commission for a central research library to be placed in the CBCI
or ISI Bangalore, or Vidya Jyoti, Delhi
2. We publish as resource documents all such material that has not
been published before and is not in a book form
3. We put all material, including books, in soft copy as CDs and
also place it on a well planned website administered by a trust or
4, Sponsor research and authorship for several volume of works on
the legal struggle of Dalit Christians, setting up a board of
editors for the purpose
5. We pool our resources for this.
