      My understanding is that "Alien Registration Act" of
      1940 (Smith Act) was a U.S. federal law passed in 1940
      that made it a criminal offense to advocate violent
      overthrow of the government or to organize or be a
      member of any group or society devoted to such
      advocacy. One of its provisions was the maintenance of
      a register of aliens residing in the USA and this is
      the relavent part to genealogists.

      The empowering legislation was enacted in 1940, hence
      there was no law prior to this date requiring an alien
      to register, for the purposes of this act.
      Of course the end of hostilities, extinguished the
      original need to register, however after World War II
      this statute remained on the books and was made the
      basis of a series of prosecutions against leaders of
      the Communist Party and the Socialist Workers Party.

      (BTW, the Nazi invasion of Poland on Sept. 1, 1939,
      marked the beginning of World War II. Japan concluded
      a separate surrender ceremony with China in Nanking on
      Sept. 9, 1945. With this last formal surrender, World
      War II came to an end.)...Encyclopaedia Britanica.

      If I understand your question correctly, there were
      still "other" registration requirements like
      immigration, births, deaths & marriages. The "Smith
      Act" is not all encompassing.

        thanks for the information regarding Alien Registration Form. The
        information that I need researching is around the late 1800's. My
        grandmother was born in 1888, and I ahve reason to believe she was born
        here...and that her MOTHER was the one that immigrated. A "Philomena CERNY"
        was found on Pasenger and Immigration CD #354, in 1883 at age 19.......could
        be her mother.

        Oh well, it is a waiting game.
