      fourteen,
      regardless of nationality and regardless of immigration status."

      It applied to ALIENS. The naturalization PROCESS required three steps,
      first papers (intent), second papers, and finally naturalization.
      There are also those aliens who have never begun the process at all.

      So what the article is saying, is that regardless of where the immigrant is
      in the process (nothing at all, first papers or second papers), they had to
      file these forms, unless they had been formally naturalized (taken the oath,
      received their certificate.)
