      COMMUNITY PLANNING AND ORGANIZING COORDINATOR

      East Bay Asian Local Development Corporation (EBALDC) is a 28-year old

      POSITION SUMMARY
      The Coordinator will lead the CPO Team in partnering with EBALDC's Real
      Estate Development (RED) Department Project Managers to coordinate all
      community planning, organizing and coordinating activities related to
      various components of EBALDC's current and future housing development
      projects including: open space design planning, social service space
      planning and recruitment, brownfields planning and outreach, and
      supporting
      the establishment of strong neighborhood organizations that are informed,
      engaged and active in shaping EBALDC's housing development projects and
      wider neighborhood issues. The Coordinator will work together with public
      and private agencies, local residents, community based organizations and
      local businesses in various neighborhoods and cities.

      Reports to: Neighborhood Economic Development (NED) Director
      Status: Full-time Exempt
      Salary Range: $32,000 to $38,000 per year depending on experience;

      Job Responsibilities % of time
      Space Planning and Coordination for Housing Development Projects 40%
      1. Coordinate development and implementation of the community planning
      process.
      * Develop and execute service agreements with social service providers per
      the approved plan.

      2. Monitor community partner agreements which facilitate Section 3 local
      hiring goals.

      3. Build relationships with key city officials and staff to promote
      effective and timely response to project needs.
      * Assist with lease-up of tenant organization and coordinate social
      service
      provision.
      * Assist with fund development research and grant-writing related to the
      above activities.

      Neighborhood Organizing to Support Community Stabilization and Development
      40%
      * Recruit local residents for membership in the local community advisory
      committees in targeted areas through door-knocking, one-on-one meetings
      and
      other methods.
      * Support and facilitate the committees to be strong local neighborhood
      organization providing community input to design and development issues.
      Help resident committee members identify important issues, and determine
      strategies for building community based housing developments and other
      community improvements
      * Coordinate and lead community outreaches with respect to environmental
      and
      brownfields clean up.
      * Assist with fund development research and grant-writing related to the
      above activities.

      Supervise departmental staff and interns assigned to above projects 15%
      Participate in department, EBALDC and other staff meetings and activities

      Attend other community meetings; participate in organizational events, and
      special events as required. Many meetings occur during the evening 5%

      REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
      * Bachelors degree (B.S.) and related graduate degree or three to four
      years
      of related experience and/or training
      * Familiarity with East Bay network of nonprofit service providers,
      especially in Oakland
      * Ability to develop community planning processes and knowledge of
      community
      organizing concepts
      * Ability to lead and facilitate group decision making and feedback
      * Ability to form neighborhood based partnerships and collaborations
      * Ability to motivate and build resident/business/organization involvement
      and investment
      * Ability to work with a diverse group of service providers to ensure
      services are delivered.
      * Ability to write reports and business correspondence. Ability to
      effectively present information and respond to questions from groups of
      residents, business professionals, community based organizations and
      general
      public.
      * Ability to monitor consultant contracts
      * Ability to define problems, collect data, establish facts, and draw

      NEIGHBORHOOD REVITALIZATION COORDINATOR

      POSITION SUMMARY
      The Neighborhood Revitalization Coordinator- 23rd Ave Corridor is
      responsible for the implementation of the 23rd Avenue Revitalization
      Initiative, a community commercial revitalization effort in the Lower San
      Antonio District in Central Oakland led by a partnership between the Lower
      San Antonio Making Connections Collaborative and EBALDC. This is a
      comprehensive community and commercial revitalization initiative based on
      multiple strategies including a community safety initiative,
      beautification
      efforts, increased housing and commercial real estate development,
      increased
      support for local merchants and business attraction, and the creation of a
      community cultural arts center-all within the larger framework of
      developing
      the community as a cultural and arts district. The goal of the work is to
      initiate Action Committees aligned to the workplan approved by the
      collaborative and work with the committees to implement the workplan in
      partnership with neighborhood residents and stakeholders. Community and
      resident engagement will be an integral and central part of all aspects of
      this initiative.

      This position will be responsible for coordinating and supporting the work
      of multiple committees, volunteers, and interns involved in the
      implementation of the workplan. This position requires a high energy
      individual, extremely committed to community level work, and familiar with
      either neighborhood based community, economic, or real estate development
      strategies, and preferably someone with a background in community
      organizing
      and/or coalition building in community-based initiatives. The Coordinator
      will report directly to the Director Neighborhood Economic Development at
      EBALDC, although they will work closely with the collaborative partners
      and
      community residents on the implementation and refinement of the
      revitalization workplan.

      * Staffing, scheduling, and tracking of committee meetings and activities.
      * Work with the Action Committees, 23rd Avenue Working Group, and the NED
      Director to develop and help implement fund development priorities for
      priority projects.
      * Assistance in direct implementation of committee priorities and
      strategies.

      Resident Engagement and Volunteer Coordination 25%
      * Assist Action Committees and CBO Partners with resident engagement
      activities.
      * Supervise 23rd Avenue volunteer database and contact network.
      * Supervise and coordinate the activities of 23rd Avenue volunteer team
      including Americorps members and interns.

      Tracking and Reporting 10%
      * Develop and maintain systems to track the progress and outcomes of the
      23rd Avenue initiative including regular updates to the 23rd Avenue
      Workplan.
      * Make regular reports to the 23rd Avenue Working Group cluster.

      Advocacy and Integration 10%
      * Act as a liaison with appropriate City staff and elected officials to
      increase support for workplan projects and priorities
      * Work closely with the Lower San Antonio Housing and Real Estate
      Coordinator around the integration of Real Estate Council and 23rd Avenue
      priorities.
      * Work as an internal liason within EBALDC for Mainstreet and the NED
      Department, including attendance and participation at agency meetings and
      events.

      Internal Meetings, Supervision, and Training 5%

      REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
      * B.A. or equivalent experience preferred in Business, Planning, Community
      Development, or related field
      * 2 years direct experience in neighborhood planning, Main Street
      programs,
      commercial neighborhood revitalization, community initiatives
      * 1 year experience supervising and coordinating community based projects.

      The Real Estate Coordinator will work with the Director of Neighborhood
      Economic Development on the creation of a new initiative in community
      based
      real estate planning focused on the creation of affordable housing and
      more
      viable commercial real estate properties in the Lower San Antonio
      neighborhood in Central Oakland. This is an exciting and new position at
      EBALDC that will work with multiple non-profit community developers, local
      and national foundations, community constituents, and two local commercial
      redevelopment districts to help create comprehensive and coordinated
      development strategies for the neighborhood. We believe this to be a new
      paradigm for thinking about community economic development, and we are
      seeking an energetic individual with a background in development, housing,
      community development, or real estate interested in this challenging
      growth
      opportunity.

      * Staffing and support for the Lower San Antonio Real Estate Council: a
      group of non-profit housing developers working together to increase the
      stock of affordable homeownership and rental housing in the neighborhood,
      including: 50%
      * Maintain Council meeting records.
      * Communication about items of vital interest to council members
      * Tracking and maintaining information about the status of existing and
      new
      identified opportunity sites in the Lower San Antonio, including status of
      properties identified as priority sites by council members
      * Provide supporting information to developer members about individual
      opportunity sites and facilitate relationships between developers and
      property owners.
      * Facilitate information sharing and communication between Real Estate
      Council and the Lower San Antonio Collaborative, particularly commercial
      revitalization, community building, and resident organizing efforts

      to housing development.
      * Research about new issues and models in affordable rental and
      homeownership housing and dissemination to members

      Staffing support for Lower San Antonio Housing Workgroup. 10%
      * Conduct research on housing issues as directed by the Workgroup.
      * Assist in special Workgroup projects.

      Small commercial parcel analysis in the 23rd Avenue and Eastlake
      Commercial
      Corridors. 30%
      * Analysis of the status of commercial properties within the two
      identified
      commercial revitalization areas including ownership patterns and
      identification of prime small parcel opportunity sites.
      * Work with the revitalization staff in each district to engage merchants
      and property owners about revitalization strategies for their specific
      properties.
      * Work with local community groups and the city of Oakland to identify
      strategies to change the mix of local property owners and better support
      the
      revitalization of these two districts.
