      The Non-Profit Housing Association of Northern California

      Summary: The Non-Profit Housing Association of Northern California (NPH)
      a non-profit, 501 (c)(3) tax-exempt corporation formed in 1979 by
      housing development sponsors in Northern California in support of the
      preservation, development, and quality management of affordable housing
      low-income people.

      The Inclusionary Housing Initiative is a regional campaign to increase the
      supply of affordable housing in the Bay Area by implementing inclusionary
      housing policies in key jurisdictions. The Initiative¹s aim is to adopt
      inclusionary ordinances in 15 to 20 targeted jurisdictions, and for
      jurisdictions with existing weak policies to adopt more aggressive
      inclusionary polices.

      The Program Coordinator will provide key staff support to the regional
      Inclusionary Housing Initiative in the areas of regional coordination,
      technical assistance, policy development, advocacy, outreach and media.
      is seeking a candidate who has a strong policy background, preferably in
      affordable housing, as well as advocacy and organizing experience. The
      position requires many hours in the field.

      Accountable To: Deputy Director

      Salary Range: $40,000 to $45,000; commensurate with experience

      Classification: Two-year position; non-exempt

      Duties and Responsibilities:

      Regional Coordination:
      -Assist in developing a region-wide campaign strategy for the Initiative
      that identifies targeted jurisdictions and outlines the strategies and for
      achieving the Initiative¹s goals.
      -Coordinate a series of trainings for local government representatives and
      local advocates in partnership with various affordable housing and civic
      -Promote on-going information sharing among inclusionary housing advocates
      through regular meetings of local and regional partners.
      Policy Development/Technical Assistance:
      -Work with the regional partners to provide intensive policy and technical
      support to organizations in targeted jurisdictions.
      -Develop a tool kit of best practices, sample ordinances, and fact sheets
      crucial or controversial issues.
      -Evaluate draft inclusionary policies from the various jurisdictions.
      Provide data on housing needs and effective policy options to housing
      advocates, elected officials and local government.

      -With Greenbelt Alliance field staff and the Nine-County Network, recruit
      local organizations, key leaders, and concerned individuals in low-income
      communities to fully participate in inclusionary housing process.
      -With advocates, participate in strategy discussions to promote the most
      effective housing policies for each locality.
      -Link with local organizations or key individuals in the environmental,
      faith, labor and business communities to advance a coordinated agenda.
      -Help foster lasting alliances among housing activists, social justice
      advocates, environmentalists and other interested organizations and
      individuals to follow up on the local housing agenda.

      -Work with Greenbelt Alliance, NPH¹s Nine-County Network and allied
      organizations to create media pieces.
      -Provide sample letters and opinion pieces for use by local activists.

      Qualifications: Bachelor¹s degree required. A minimum of two years of
      experience or graduate education, preferably in affordable housing,
      community development or a public policy advocacy. Must have excellent
      communication skills. Must be self-starting, well organized at handling
      multiple tasks, and have the ability to work under minimal supervision.
      Organizing experience a plus.
