      Housing Project Developer position immediately available at Bernal Heights
      Neighborhood Center

      Founded by community activists in 1978, Bernal Heights Neighborhood Center
      (BHNC) is still a membership-based, community-led nonprofit organization
      providing services to Youth and Seniors in addition to its Community
      Organizing and Housing Development work. The Housing program of BHNC has
      developed nearly 200 units of permanent, affordable housing, and has over
      170 units currently in development. BHNC's projects range from affordable
      condominiums for first-time homebuyers to affordable senior housing to
      affordable family housing and supportive housing for homeless individuals
      and families, many of whom are living with one or more disabilities.

      Under the direction of the Housing Director, the Project Developer
      performs a wide variety of tasks directly related to the creation of
      affordable housing. The Project Developer supervises and coordinates all
      activities relating to a project's development from land/property
      acquisition through completion of construction/rehabilitation and rent-up.
      This is a full-time, exempt position.--

      JOB CHARACTERISTICS:
      The position is characterized by a high degree of initiative, capacity for
      assuming responsibility, interest and dedication to building affordable
      housing and supportive affordable housing, and an ability to work with a
      diverse group of staff, clients, funders, and consultants. This position
      also requires advanced verbal and written skills.

      EXAMPLES OF DUTIES:
      · Locates and evaluates suitable sites for development and/or suitable
      existing buildings for acquisition.
      · Oversees Planning Department and Building Department approvals.
      · Determines economic feasibility for affordability and secures financing.
      · Researches, prepares, and analyzes Development and Operating Budgets.
      · Develops relationships with service providers and reviews service plans
      for supportive housing projects.
      · Selects and oversees all consultants including architects and contractors
      and attorneys.
      · Produces and manages project schedules.
      · Makes necessary applications to local, state and federal institutions for
      grants and/or financing.
      · Reviews and interprets loan documents and regulatory agreements as well as
      other contractual documents.
      · Represents the agency to the public.
      · Coordinates, attends, and facilitates project-related meetings as
      necessary.
      · Interacts with local community groups as needed during planning,
      development, and/or rehabilitation of projects.
      · Works with the Asset Manager to prepare projects for occupancy.
      · Assesses financial feasibility and rehabilitation needs for acquiring
      existing properties. Also manages the acquisition and rehabilitation
      phases of these projects.

      DESIRABLE QUALIFICATIONS:
      · Thorough knowledge of non-profit housing development issues, policies, and
      procedures including working with tax credits and projects with mixed
      financing, and special needs housing
      · Experience in working with service providers and management companies and
      reviewing service and management plans
      · Experience in construction/rehabilitation management
      · Creativity in leveraging scarce funds
      · Ability to analyze projects using computer-generated spreadsheets (Excel
      for PC)
      · Proven presentation and writing skills and planning abilities
      · Dedication to community-based production of affordable housing
      · Proficiency in a language other than (in addition to) English

      EXPERIENCE: Minimum of four years in housing development, preferably with a
      non-profit housing organization. Experience with supportive housing or
      service provision is helpful. Should have managed to successful completion
      at least one housing or mixed-use development.

      EDUCATION: A degree in architecture, business, planning, or a field related to
      housing and community development is helpful; or a suitable background of
      achievement in housing development.

      SALARY: $45,000 to $50,000 depending on experience. This position will be open
      starting June 18, 2004, and it will remain open until filled. Bernal
