      OF VACANCIES:     One


      DESCRIPTION:         Under supervision of the Planning Section�s Principal Transportation Planner/Analyst, assume general responsibility for development and coordination of MTC�s GIS activities.  Direct, support, coordinate, and implement all aspects of GIS within MTC to further integrate that activity with MTC�s general transportation planning and programming activities and with specific operational projects.  Perform project management and staff management for a wide range of GIS related projects.   Establish and implement standards and procedures for GIS database and basemap maintenance and administration.  Provide technical advice, training and assistance to MTC staff in defining, directing, implementing or coordinating GIS projects.  Establish and maintain liaisons with relevant regional, statewide and national GIS users, user groups and professional organizations. Encourage and facilitate data sharing opportunities, cooperative partnerships and related GIS coordination activities in the Bay Area and throughout the state.


      SALARY RANGE:     Grade VIII in the Salary Plan:  $69,698 - $89,220/Yr.



      QUALIFICATIONS: Education:  Completion of a bachelor�s degree in one or more appropriate disciplines, such as urban or transportation planning, geography, landscape architecture, engineering, information systems management, computer engineering or systems analysis; or a related discipline, with significant emphasis on GIS; or an equivalent combination of education and experience.  A master�s degree would be preferred.



      Experience:  Minimum of four years of professional experience in a field related to this position, including GIS project/staff management, GIS development and implementation, relational database development and implementation, planning information systems development.  (One year of graduate work in a discipline directly related to the position may be substituted for job experience).  Additional professional GIS work experience will be given preference.


                                          Knowledge:  Principles and practices of the development, implementation and management of GIS technology; proficiency with the ESRI suite of software (ArcView 3.x, ArcGIS 8.x, ArcGIS extensions, ArcIMS, etc.); familiarity with GIS software customization and application development methodologies and programming languages (Avenue, VBA, ASP/JSP, etc.); experience with metadata; familiarity with relational database systems design, development and administration principles and their relationship to GIS (ArcSDE for Oracle); experience with GIS hardware configuration; experience with GIS software installation, licensing, troubleshooting, performance testing and tuning; knowledge of transportation planning and analysis; principles and practices of statistical analysis, systems analysis, systems development and documentation; work planning and budgeting; project management and control; and staff management, supervision, training and motivation.



                                          Abilities:  Plan, coordinate, implement and manage multiple GIS projects. Communicate effectively with technical and non-technical individuals within MTC.  Effective writing and oral presentation skills.  Work effectively with others as part of a team to build consensus and maintain cooperative working relationships.  Organize and facilitate effective meetings.  Concern for detail and accuracy.  Creative problem-solving abilities and personal initiative, including the ability to carry out assignments with minimum supervision.  Effective personal time-management and organizational skills to balance multiple competing priorities.  Ability to adapt to a dynamic environment and accommodate time pressures.




      ASSIGNMENTS:       Under the supervision and direction of the Principal Transportation Planner/Analyst, the GIS Coordinator will:


      1.      Assume the overall responsibility for the further development and coordination of agency-wide GIS activities.  Direct, support, coordinate and implement all aspects of the agency-wide GIS in order to integrate GIS and related technology with the agency�s general transportation planning and programming activities and with specific operational projects.


      2.      Establish, document and implement standards and procedures for GIS database and base-map maintenance, quality control and administration; manage software and data vendor contracts and licenses; maintain an inventory of GIS data within the agency and provide documentation on its location and use for other staff; provide orientation and overview of GIS system design, software usage, data storage, and standardized GIS procedures for interns and new GIS staff; manage GIS portion of MTC web site.


      3.      Establish and maintain GIS liaisons and working relationships with relevant individuals from MTC�s partnership agencies (i.e., Bay Area transit operators, congestion management agencies, cities, counties, etc.); stay informed of relevant GIS activities and policies of regional, state-wide and national GIS significance; represent MTC at local, regional and national conferences and workshops; represent MTC at Bay Area Regional GIS Council (BAR-GC) meetings and working groups; and foster local, regional and state-wide GIS coordination and data sharing activities.


      4.      Perform complex professional work related to the design, development and implementation of GIS data and applications to create, maintain, display and upgrade an agency-wide geographic information system (GIS); manage and utilize the system for the analysis of spatial and tabular data and for the production of electronic and land based maps; perform a variety of highly complex technical and administrative duties relative to assigned areas of responsibility; research, assemble, evaluate and digitize information into the appropriate GIS database.


      5.      Provide lead direction, coordinate and prioritize agency-wide GIS activities and resources; assign work to staff or consultants; instruct staff in work procedures, and review and evaluate work performed; confer with personnel from other units, sections and outside agencies in coordinating assigned projects; meet with representatives of outside agencies, information technology vendors, other groups and the public to provide information or resolve problems.


      6.      Participate in the development of assigned program budgets; participate in the forecast of necessary funds for staffing, materials, supplies and consultant services; participate in the interview and staff selection process for subordinate GIS staff; prepare cost estimates and justification for new hardware or software; prepare requests for proposals; serve as technical liaison between Agency staff and hardware/software providers; manage the selection, purchase, licensing, installation and maintenance of complex GIS software for agency-wide staff use; monitor and track approved budgets; discuss and resolve budget issues with appropriate staff; implement adjustments as necessary.


      7.      Confer with and act as liaison with other departmental and Agency staff to define needs, coordinate system integration and define required output and user documentation; test, install and maintain new software and upgrades; diagnose hardware or software problems, and correct, if possible, or notify appropriate contractors.


      8.      Receive and analyze requests for system modifications or new system development or enhancement; recommend and implement solutions to problems, or design systems as needed; coordinate or perform detailed analysis, development and testing of new systems; develop and recommend standards for the design and implementation of new GIS applications; ensure integration into current or proposed systems or applications; design, test, perform quality control; implement new systems and applications.


      9.      Train and assist other staff in the use of GIS software and databases; organize and plan professional GIS training courses for individuals and groups of staff; develop systems, networks and application documentation user training materials and quality control procedures; perform a variety of analytical studies related to the development and implementation of the GIS; evaluate alternatives, make recommendations and prepare technical reports.


      10. Monitor and keep informed of current trends in assigned program areas, including new hardware/software technologies and professional practices and trends; evaluate their impact and recommend policy and procedural modifications as necessary.


      11. Respond to the most complex and difficult inquiries and requests for information; provide information and resolve issues or complaints; represent the unit to other MTC sections, other agencies, outside vendors and the public; establish and maintain a customer service orientation within the unit.


      12. Establish positive working relationships with those contacted during the course of work.


      13. Perform related duties as required.


      14. Supervise subordinate staff as necessary.

      This Job Announcement sets a cut-off date and time for the receipt of applications.  Applications will be reviewed as promptly as possible following the cut-off date.  Those candidates whose applications show the best combination of training, experience, knowledge, and ability relevant to the position will be invited for an interview.


      A panel whose members are acquainted with the requirements of the position will conduct interviews.  At the conclusion of the interviews, the panel will rate the candidates.  The Executive Director may offer the position to the best-qualified candidate.


      After the position has been offered and accepted, all other considered candidates will be notified promptly of the filling of the position.  The panel will recommend which of the candidates interviewed but not selected may constitute an "eligibility" list, which will remain in effect for six months.  In the event the same, or very similar position becomes available during that period, the list may be used for further selection.  In the event that a suitable candidate is not found, the position will be reopened for further recruitment.





      The initial six months of service in this position constitute a probation period.  The purpose of probation is to assist the employee in adapting to the new job, to evaluate the employee�s performance relative to continuation in the position, and to provide for corrective measures when performance is deficient.





      MTC staff employees are paid on the basis of an adopted salary schedule.  The cited grade for this position consists of a total of eleven steps with intervals of approximately 2�% available for merit progression.





      One day per month paid vacation leave; for each year of service, an additional day per year is granted to a maximum of 25 days per year.

      One day per month paid sick leave, with no limit to the amount of sick leave that can be accumulated.  (May cash out up to 240 hours of accumulated sick leave upon separation from the Agency.)

      Eleven paid holidays per year.

      Personal business leave; up to three days per year depending upon date of hire.

      Health Benefits Insurance through the Public Employees� Retirement System (dependent coverage shared by the employee and MTC).

      Agency-paid Vision Care Insurance, employees only (no dependent coverage).

      Agency-paid Dental Insurance (dependent coverage shared by the employee and MTC).

      Agency-paid Life, AD&D, and Long Term Disability Insurance.

      Public Employees� Retirement System (PERS); the total contribution paid by MTC.  PERS is in lieu of employee contribution to the Social Security System.

      Transit/Parking Subsidy.

      Alternative payroll savings plans (deferred compensation plans, two credit unions).





      The selected candidate will be required to provide verification of his/her identity and evidence of having legal authorization to work in the United States prior to beginning employment.  The selected candidate must maintain his/her employment eligibility status for the duration of their employment and will be responsible for notifying MTC of any changes.
