      Housing and Community Development - Senior Technical Assistance Consultant
      ICF CONSULTING

      The Senior Technical Assistance Consultant will be responsible for
      managing
      and delivering technical assistance to staff of city, county and state
      public agencies and non-profits engaged in affordable housing, community
      development, and economic development programs. This staff person is also
      expected to design and deliver training. The Senior Technical Assistance
      Consultant will report to the Western Regional Manager of ICF's Housing
      and
      Community Development Practice, and will be located in ICF's San
      Francisco,
      California office. The Senior Technical Assistance Consultant, in
      collaboration with other senior professional staff, will have
      responsibilities for:

      * Providing strategic direction to clients including
      conceptualizing,
      designing, and implementing technical assistance projects that help
      improve
      the effectiveness, productivity, and efficiency of housing and community
      development initiatives;
      * Designing and delivering training;
      * Mentoring and developing the skills of professional
      staff;
      * Marketing products and services, including proposal
      preparation and
      public representation of the firm and business unit; and
      * Directing technical assistance engagements and the teams
      working on
      them.

      Qualifications:
      The Senior Technical Assistance Consultant should have a graduate degree
      in
      Planning, Economics, or Public Policy or a related discipline with at
      least
      seven years experience in the field of affordable housing and community
      development. In lieu of a graduate degree, additional years of directly
      relevant professional experience will be considered.

      The ideal candidate will have a proven track record managing technical
      assistance engagements and teams. Appropriate experience includes working
      for a nonprofit or community development local government agency and/or as
      a
      consultant designing, structuring, financing and/or implementing federal
      and
      state funded housing and community development programs. The job
      requires
      not only a detailed knowledge of how housing and community development
      programs work, but also the ability to help others overcome
      organizational,
      procedural, and technical challenges that are barriers to effective
      performance.

      Skills required for the outstanding candidate for this job include the
      ability to:

      * Prepare well-written documents
      * Communicate clearly and effectively
      * Help clients diagnose and solve problems
      * Think strategically
      * Effectively manage and motivate staff
      * Conceptualize and structure consulting engagements,
      including the
      management of technical assistance teams
      * Develop and capture business
      * Design and/or deliver training curriculum for community
      development
      professionals

      Candidates must have a thorough understanding of the Home Investment
      Partnerships (HOME) Program, and are expected to have specific expertise
      related to one or more of the following:

      * Other Federal and/or state housing programs such as CDBG,
      Low Income
      Housing Tax Credits, etc.
      * Construction and housing rehabilitation
      * Development finance
      * Organizational development
      * Public agencies and non-profits, their organizational
      structures and
      how they deliver their services
      * Federal requirements such as those related to lead-based
      paint,
      relocation, and environment
