      DIRECTOR
      PLANNING COORDINATION DIVISION

      Responsibilities:

      The Planning Coordination Division, under the direction of the Deputy
      Executive Director for Strategic Planning, is responsible for monitoring
      and coordinating implementation of the department's planning initiatives;
      managing review of community-based 197-a plans, providing analysis and
      technical assistance with respect to community facilities, particularly
      public schools; preparing charter-mandated reports; and providing support
      for the department's strategic plans and priorities.

      With great latitude for independent judgement, the director will manage
      and supervise the division's staff in carrying out its work program.
      Specifically, the director will:


      Develop and implement the division's work program including preparation of
      charter-mandated reports and related products; oversight of the city's
      "fair share" siting process; coordination of 197-a plan review; research
      and analysis relating to school and community facility planning; and any
      other projects at the discretion of the executive director and deputy
      executive director for strategic planning;


      Assist the executive director and deputy executive director in
      facilitating, monitoring and reporting on the department's performance in
      implementing its planning and zoning initiatives, including preparation of
      strategic planning milestone reports, Mayor's Management Report
      submissions, and related products as needed.


      Supervise, assign and delegate planning and research projects carried out
      by division staff;


      Formulate policies and new initiatives, and provide technical assistance
      to the Commission, Chairman, Executive Director, department staff and
      outside organizations with respect to the siting of city facilities,
      disposition of city property, school enrollment trends and capital
      planning, and community facility zoning and land use issues;


      Supervise division participation in major intra- and inter-departmental
      planning projects;


      Monitor and assess the status of division projects to ensure adherence to
      scheduled milestones;


      Evaluate staff performance and provide training, guidance and information
      for its improvement;


      Represent the department at meetings of inter-agency committees, task
      forces and civic and community organizations; and


      Perform related duties.

      Minimum Requirements:


      A baccalaureate degree from an accredited college and four (4) years of
      full-time paid experience in city planning, at least eighteen months of
      which must have been in a managerial capacity, or equivalent education and
      experience. Graduate work leading to an advanced degree in city planning
      or related field may be substituted for up to two (2) years of experience
      on a year-for-year basis.


      Demonstrated experience and technical expertise in policy and program
      analysis, research and planning study methodologies, and project
      management.


      Highly developed knowledge and understanding of city's land use, zoning
      and budgeting functions and policies.


      Strong analytic, organizational and research skills.


      Excellent written and verbal communication skills.


      Superior interpersonal skills and an ability to work effectively with, and
      negotiate consensus among, disparate personalities and organizations.

      Civil Service Title: ADMINISTRATIVE CITY PLANNER, M-3
      Salary Range: $51,974 to $102,840
