MTC Job Announcement: Assistant Program Coordinator
ASSISTANT PROGRAM COORDINATOR
(Full time temporary assignment until June 30, 2004. May be extended)
(Bridge and Highway Operations Section)
HOURLY RATE: Beginning at $28.00 per hour (Depending upon qualifications salary may be higher)
DESCRIPTION: Under the general supervision of a Senior Program Coordinator, act as support staff for the management and operation of the Service Authority for Freeways and Expressways (SAFE) program and the Pavement Management Program (PMP). SAFE includes the operation of over 3,400 call boxes and 74 roving tow trucks on the Bay Area�s highway system with a budget in excess of $15 million annually. PMP is a computer-assisted decision-making software package designed to help cities and counties diagnose and repair their local streets and roads in a timely and cost-effective manner. Responsibilities include: 1) general outreach activities for both programs, such as: management of the PMP technical assistance program and coordination of the tri-annual meetings that MTC sponsors for the local agency staff that utilize the pavement software; 2) management of the Freeway Service Patrol (FSP) incentive program that includes the development of a newsletter, coordinating tow operator awards and general marketing coordination for the SAFE projects; and 4) assistance with contract management and invoicing for the SAFE programs.
QUALIFICATIONS: Education: Completion (or in progress) of a bachelor's degree from an accredited college or university, as listed in the Higher Education Directory in an appropriate discipline, such as civil, traffic and transportation engineering; public policy or regional planning with a transportation emphasis; or a related discipline. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with the application.)
Experience: Minimum of one year of recent, progressive and verifiable professional experience in a field related to the position. (One year of graduate work in a discipline directly related to the position may be substituted for job experience.). Additional professional work experience is preferred.
Knowledge of: Principles and techniques of quantitative analysis; Project management and budgeting; Techniques to facilitate inter-agency coordination; Database management, GIS, spreadsheets, management information systems and packaged analytic programs, including Windows-compatible computers..
Ability to: Manage projects in an effective manner that achieves team objectives; Organize and prioritize multiple project tasks; Conduct complex financial and operational type analysis and communicate results effectively both orally and in writing; Work well in multiple environments, including with contractors, local and state public agency staff, transportation engineers, and policy makers; Work in a team environment.
ASSIGNMENTS: Under the general supervision and direction of the Senior Program Coordinator, the Assistant Planner/Analyst will:
1. Manage the technical assistance program for the PMP program, including evaluating and prioritizing funding requests from local jurisdictions for consultant assistance, coordinating with local agencies to ensure local matching funds are received, and managing the contracts between MTC and pavement consultants.
2. Coordinate the PMP software user meetings with local agencies to provide training, technology transfer seminars related to best practices in pavement management and information regarding MTC funding.
3. Coordinate the development of the FSP newsletter with MTC�s Public Information staff, FSP staff and CHP and Caltrans.
4. Work with Caltrans and CHP to implement a tow invoicing system that effectively tracks key data.
5. Develop meeting agendas, identify key problems requiring staff attention, and assist in staff efforts to resolve program issues.
6. Other duties could include transportation analysis and key assignments as needed in the Section.
