      Santa Clara County Board of Supervisors, District Five
      Policy Analyst Position Description

      Planning and Land Use Policy Analyst- Staff to Santa Clara County Supervisor Liz Kniss, representing District

      Duties & Responsibilities

      * Policy Analysis - The Policy Analyst utilizes research and analysis to
      develop recommendations for possible action or strategic solutions related
      to their assigned policy area. A significant portion of policy analysis
      includes preparation for Board of Supervisors meetings and other Boards or
      Committees on which the Supervisor is a member. Effective policy analysis
      requires communication in a concise and consistent manner, as well as the
      ability to ask questions and interact on a mature level with executives
      and professional staff.

      * Constituent Service & Outreach - The Policy Analyst responds to
      constituents seeking help with a variety of issues. Constituent service
      may include providing resource information, facilitating solutions
      involving local, state or federal partners or members of the community.
      The Policy Analyst provides successful outreach into the District by
      coordinating Town Hall meetings, discussion groups, and neighborhood
      meetings, as well as maintaining relationships with constituent and
      interest groups in the District Attendance at community events is

      * Public Meetings - The Policy Analyst follows the operations and public
      meetings of related government and community based organizations. These
      range from local, County regional, state and federal government entities
      to special districts and non-profit organizations. The Policy Analyst may
      attend several public meetings per week.

      Key Skills
      The desirable candidate will have the ability to:
      · Meet deadlines; · Organize time and workflow; · Manage several projects and tasks at once; · Write in multiple styles including persuasive, analysis, and journalism; · Read and summarize an ample volume of complex information; · Build successful relationships with staff, constituents, community groups; · Work autonomously as well as with supervision; · Articulate thoughts clearly; Make public presentations; · Provide a flexible schedule (some evening and week-ends required); · Have some knowledge of the area and issues encompassing District Five
      With an annual budget of approximately $3.2 billion, the County of Santa
      Clara serves approximately 1.7 million residents. Each of five elected
      supervisors represents one geographic district. Elected in November
      2000, Supervisor Kniss represents the Fifth District. The Fifth District
      encompasses the northwest portion of the County, including Palo Alto,
      Mountain View, Los Altos, Los Altos Hills, Cupertino, Saratoga, Monte
      Sereno, and portions of Sunnyvale and western San Jose.
