POSITION: INFORMATION SERVICES SUPERVISOR

SALARY: $5,470 - $6,652/mo
The City of Fresno is currently recruiting applicants for Information
Services Supervisor (GIS Coordinator). The position functions as the
front-line planner, supervisor and advisor for all new or existing
enterprise associated software, hardware or network elements within the
City. Incumbents provide leadership to associated technical programmers,
geospatial analysts, supervise subordinate staff responsible for GIS
programming, mapping, layer creation and maintenance, applications
and the provision of technical support. One vacancy currently exists in
Systems Applications Division of the Information Services Department.
NOTE: These are entrance requirements to the competitive examination and
not assure a place on the eligible list. Applicants must meet the minimum
qualifications on or before the posted final filing date in order to
qualify. TO QUALIFY, an applicant must have: Graduation from an
college or university with a Bachelor's Degree in Business Administration,
Public Administration, Computer Science, or related field and two years of
proven leadership and supervisory experience in computer systems
involving the maintenance and operation of complex computer systems
hardware and software; and one year of proven experience working with
enterprise software/hardware. Additional qualifying experience may be
substituted for the required education on a year-for-year basis.
Significant course work in Geographic Information Systems and three years
of experience in ESRI is highly desirable.
SPECIAL REQUIREMENT(S): Possession of a valid California Driver's License
may be required.

APPLICATION REVIEW - Qualifying Only:
Applications which meet the minimum qualifications may be reviewed by an
Application Review Panel and a limited number of the most qualified
candidates will be invited to appear before the Oral Interview Board. The
Panel's selection will be based upon those applications demonstrating the
greatest breadth and depth of applicable education, experience, skills and
training. Therefore, applicants are urged to submit sufficiently detailed
information in their application materials for a proper evaluation.
ORAL INTERVIEW - 100%:
A panel of subject matter experts may conduct job-related interviews to
evaluate a candidate=s training, experience, and personal traits for the
position. The oral interview may contain a written exercise which would
evaluated as part of the interview. The oral interviews are tentatively
scheduled for the week of December 1, 2003.Candidates must achieve a
passing score to qualify for the eligible list.
Immediate and future vacancies will be filled from this list for a period
of (6) six months from the date of promulgation.

THE EMPLOYMENT PROCESS
As a potential applicant for employment, you are about to participate in a
series of events collectively called the employment process. Because the
goal of the employment process is to obtain qualified candidates to fill
City positions, examinations are generally administered to each
applicant. These examinations are conducted in a variety of ways, yet
share a common purpose--to test applicants for knowledge, skills, and
abilities required to perform the duties and responsibilities of the job.
The employment process occurs in several stages which are described below:
Application. Prospective employees must submit an application and other
documents required as specified in the examination announcement by 5 p.m.
on the final filing date for any scheduled examination. Final filing
vary for different jobs and are listed on the front of each examination
announcement. Separate applications must be submitted for each job title.
Examination. Applicants who meet the qualification standards on or before
the posted final filing date are notified to take an examination or
combination of examinations as indicated on the examination
announcement. Examination scores determine standing on eligible lists.
Eligible Lists. Eligible lists contain names, in descending order of
scores, of applicants who have obtained passing scores in the examination
process. Open eligible lists (not limited to City employees) are valid
a maximum of three years. Separate eligible lists are established for
Selection. Pursuant to Civil Service Regulations, most vacancies may be
filled from among the top seven candidates on the appropriate eligible
Medical Examination. Certain positions may require a pre-employment
medical examination, including laboratory testing, drug screening and/or
psychological examination. This examination will be administered by a
physician. Candidates are cautioned not to quit or give notice to present
employers until the medical examination if required, has been completed
Appointment. All new employees are required to sign various forms as
related to City employment. At this time candidates are also
prior to employment. All new employees hired by the City must verify
identity and entitlement to work in the United States by providing
documentation required by the Immigration Reform and Control Act of 1986.
Probationary Period. Employees serve a probationary period, ranging from
months to 18 months. If performance is not satisfactory, employee may be
terminated without recourse during the probationary period.
VETERAN'S PREFERENCE REGULATIONS
For open examinations, qualified veterans who pass the examination(s) may
obtain five (5) additional points.
Candidates applying for veterans preference are required to submit a copy
of their DD214 with their application. Evidence must be presented to
indicate that the candidate was discharged honorably from the military
Veterans, including City employees, must resubmit proof of honorable
service for every examination for which veterans preference credit is
requested. Veterans preference credits are not given for promotional
Reserve duty and National Guard duty does not generally qualify for
Retirement benefits-are provided by the City's retirement systems and have
reciprocity with all CalPERS Systems. Each permanent employee becomes a
member upon employment and contributes to the fund. Contributions plus
interest may be withdrawn upon termination. A DEFERRED COMPENSATION PLAN
is available to City Employees. A DEFERRED RETIREMENT OPTION PROGRAM
("DROP") is also available at retirement age.
Holidays observed are- January 1st; 3rd Monday, January; 3rd Monday,
February; last Monday, May; July 4th; 1st Monday, September, "Labor Day";
"Veterans Day"; "Thanksgiving Day" and day after, November; December 25th;
employee's birthday; two personal business days; and any day or part of a
day declared by the Council to be a holiday. Holiday credit may vary for
police and fire employees.
Group Insurance-The City of Fresno contributes a fixed amount toward
employee's medical, vision and dental premiums.
Vacation-accumulation and accrual limits vary by bargaining unit. An
employee becomes eligible for vacation with pay after the completion of
(6) months of continuous service.
Sick-with pay, accumulation unlimited.
Accumulation and eligibility for usage varies by bargaining unit.
Annual leave-persons employed in this position accrue 15.5 hrs/mo (1-10
yrs), 18.83 hrs/mo
(10 + yrs).
