      MTC has a Section Manager position currently open.  This position will be responsible for managing the planning activities at MTC, developing the comprehensive long range transportation plan for the nine county San Francisco Bay Area.  Oversees a wide range of transportation studies that MTC performs and coordinates air quality and Smart Growth planning efforts with partner regional agencies. Oversees updating of MTC�s travel demand forecast models. Ensures consistency of MTC activities with federal and state planning guidelines and regulations.

      JOB ANNOUNCEMENT

       

       

      POSITION:                 PLANNING MANAGER

       

       

      CLASSIFICATION:   Section Manager (Planning)

       

       

      DESCRIPTION:         Under general direction of the Executive Director and the Deputy Director-Policy, this position is responsible for managing the planning activities at MTC, which include developing the comprehensive long range transportation plan for the nine county San Francisco Bay Area. Oversees a wide range of transportation studies that MTC performs and coordinates air quality and Smart Growth planning efforts with partner regional agencies. Oversees updating of MTC�s travel demand forecast models. Ensures consistency of MTC activities with federal and state planning guidelines and regulations.

                                         

       

      SALARY RANGE:     Depending on qualifications, maximum salary is up to $ 151, 385 per year.  Appointment may be made at any rate within MTC�s manager range up to the maximum salary rate.  (Annual salary progression within the range will be based primarily upon performance, at the Executive Director�s discretion.)  The salary rate is also subject to semi-annual adjustments pursuant to the current Memorandum of Understanding (MOU) with MTC management employees.

       

      MINIMUM

      QUALIFICATIONS:   Education:  Completion of a Master�s degree from an accredited college or university, in an appropriate discipline, such as, transportation planning, urban planning, economics, engineering,  finance or public administration.  Alternatively, a Bachelor�s degree or equivalent combination of education and experience is acceptable. (Applicants with a degree issued from an institution outside the United States or from a school not listed in the Higher Education Directory, must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with the application.)

       

                                          Experience:  Completion of  four to six years of increasingly responsible professional experience beyond a Bachelor�s degree, including progressive responsibility in transportation planning. Must have proven ability to perform the extensive range of duties included in the above referenced essential duties and responsibilities.   Experience in supervision of professional staff is required.  Experience in working with policy boards is required.

       

                                          Knowledge of:  Principles and techniques of transportation planning;  development of multi-modal corridor studies, countywide plans, specialized modal plans (carpools, bikes, etc.). Air quality plans as they affect transportation plans and programs. Environmental regulations related to transportation plans and programs. Use of travel forecasting models in transportation planning and investment decisions. General understanding of transportation funding and institutional relationships. Familiarity with state and federal metropolitan planning guidance and regulations.

       

                                          Ability to:  Lead and motivate staff, research and analyze complex transportation issues; seek out new solutions to transportation problems and develop strategies for implementation; translate broad policies into practical, implementable programs and actions; prepare detailed and understandable reports for various audiences; make public presentations; work cooperatively with staffs from other agencies and public officials; plan and manage section work within time and budget limitations.

       

       

      TYPICAL

      ASSIGNMENTS:       The Planning Manager will either lead or directly oversee a diverse and changing  set of assignments within the Planning Section, from conceptualization of the approach to preparation of specific products, to public review, and finally (in most cases) action by the Commission.

       

      1.      Regional Transportation Plan (RTP):  Every three years direct the updating of the region�s 25-year long range transportation plan. Review goals and objectives, travel forecasts, financial constraints, and evaluate projects and programs to be included in the Plan. Coordinate work with MTC�s transportation partners. Prepare and certify an environmental document for the RTP. Develop various companion documents to support the RTP, including a social equity analysis. Make presentations and respond to public comments on the RTP and Environmental Impact Report (EIR). Ensure the RTP �conforms� to the federal air quality plan. Related to MTC�s overall transportation planning responsibilities, coordinate the federal triennial planning certification review with the USDOT.

       

      2.      Corridor and modal plans:  Oversee the conduct of major corridor transportation studies that MTC leads and participate in transportation studies led by others. Prepare work scopes, retain consultants, and manage contracts. Convene and support technical and policy committees. Review reports and present to committees. Develop and present recommendations to advisory committees and the Commission. Examples of recent MTC studies: Bay Crossings Study, Route 24/Caldecott Tunnel Corridor Study, Sonoma Route 101 Congestion Pricing Study, HOV and Express Bus Master Plan, Regional Bike Plan, Regional Airport and Seaport Plans, Regional Freight Initiative, etc.

       

      3.      Air Quality Planning and Transportation Conformity. Oversee MTC work associated with federal and state air quality plans. Evaluate and monitor transportation control measures for effectiveness in reducing mobile source emissions. Coordinate with the Bay Area Air Quality Management District, Association of Bay Area Governments, California Air Resources Board, and US Environmental Protection Agency (EPA) in the development and adoption of air quality plans. Conduct transportation conformity analysis for the RTP and Transportation Improvement Program (TIP) according to EPA�s transportation conformity regulations. Support interagency consultation on conformity issues. Respond to public comments on the air quality plans and the conformity analysis. Coordinate with MTC�s transportation partners on air quality related issues.

       

      4.      Travel Forecasting:  Oversee the work of the MTC Principal in charge of updating MTC�s travel demand forecast model. Develop reports on results of new Census data and MTC�s Household Travel Survey. Set priorities for new travel forecasting activities to meet the needs of MTC and partner agencies. Coordinate with other agencies in updating of their travel forecast models.

       

      5.      Transportation/Land Use Integration. Oversee the new effort to integrate MTC�s planning activities with those of the joint regional agencies� Smart Growth land use scenario.  Develop and oversee work plans for the county Congestion Management Agencies to implement certain aspects of the Smart Growth initiative. Develop policies for incorporation into the RTP.  Evaluate and select planning and capital projects associated with MTC�s Transportation for Livable Communities (TLC) Program and Housing Incentive Program (HIP); coordinate MTC work with other regional agencies and interested advocacy and private sector groups.

       

      6.      Lifeline Mobility. Oversee the planning work of  staff charged with addressing the mobility needs of the disabled, seniors, students, and transit dependent populations. Prepare social equity analysis for the RTP (including various Title VI considerations). Update MTC�s Lifeline Transportation Network; oversee community-based transportation plans to further define mobility needs in minority and low income communities; analyze transportation affordability. Coordinate work with outside transportation and social service agencies, federal agencies, and interested community groups.

      EMPLOYEE SELECTION PROCESS

       

      This Job Announcement sets a cut-off date and time for the receipt of applications.  Applications will be reviewed as promptly as possible following the cut-off date.  Those candidates whose applications show the best combination of training, experience, knowledge, and ability relevant to the position will be invited for an interview.

       

      Interviews will be conducted by a panel whose members are acquainted with the requirements of the position.  At the conclusion of the interviews, the panel rates the candidates.  The Executive Director may offer the position to the best qualified candidate.

       

      After the position has been offered and accepted, all other applicants will be notified promptly of the filling of the position.  The panel may recommend which of the candidates interviewed but not selected will constitute an �eligibility� list which will remain in effect for six months.  In the event the same, or similar position becomes available during that period, the list may be used for further selection.

       

      In the event that a suitable candidate is not found, the position will be reopened for further recruitment.

       

       

      INTRODUCTORY PERIOD

       

      The initial twelve months (one year) of service in this position constitutes an introductory period.  The purposes of probation are to assist the employee in adapting to the new job, to evaluate an employee�s performance relative to continuation, and to provide for corrective measures when performance is deficient.

       

       

       


      SALARY SCHEDULE

       

      MTC management employees are paid on the basis of an adopted Executive/Management salary schedule.

       

      THE FOLLOWING ARE AMONG THE BENEFITS OFFERED TO EMPLOYEES OF MTC

       

      1.      One day per month paid vacation leave; for each year of service, an additional day per year is granted to a maximum of  25 days per year.

      2.      One day per month paid sick leave, with no limit to the amount of sick leave that can be accumulated.  (May cash out up to 240 hours of accumulated sick leave, upon separation from the Agency.)

      3.      Eleven paid holidays per year.

      4.      Personal business leave; up to three days per year, depending upon date of hire.

      5.      Health Benefits Insurance through the Public Employees� Retirement System (employee and dependent coverage paid by MTC).

      6.      Agency-paid Vision Care Insurance, employees only (no dependent coverage).

      7.      Agency-paid Dental Insurance (dependent coverage shared by employee and MTC).

      8.      Agency-paid Life, AD&D, and Long Term Disability Insurance.

      9.      Public Employees� Retirement System (total contribution paid by MTC).  PERS is in lieu of employee contribution to the Social Security System.

      10. Transit/Parking Subsidy.

      11. Alternative payroll savings plans (deferred compensation program, two credit unions).
