      Portfolio Manager

      Summary: The Portfolio Manager is responsible for managing all aspects of the development process for financing, construction, acquisition, disposition, and rehabilitation of projects within MidPen’s portfolio. Under the supervision of the Senior Portfolio Manager, Director, and/or Vice President of Real Estate Development, the Portfolio Manager is responsible for ensuring financially and operationally viable projects are completed in a timely and cost-efficient manner. The Portfolio Manager is also responsible for completing buyouts of investors, seeking additional funding sources for maturing debt, and coordinating activities with the Associate Portfolio Manager. Job Description: A. Portfolio Strategy and Planning: •Participate in proactive assessment of MidPen’s portfolio, in collaboration with the Senior Portfolio Manager and the Asset Management Team to identify properties in need of substantial capital improvements, refinancing or buy-out. •Identify opportunities to secure new sources of funding for MidPen’s portfolio to address unfunded capital needs, improve property’s financial performance and ensure the long term sustainability of the portfolio. •Procure and review due diligence reports to evaluate long term strategy for identified properties and in preparation for submission of grant applications and limited partner buy-out. Prepare and manage critical path schedule showing timing of key project milestones for NOFA projects, resyndications, refinancing and buy-outs. •Initiate and maintain coordination with all internal and external stakeholder departments including property management, resident services, unaffiliated board members, lenders, and investors. •Ensure that the building program, financing plan, and operating budget/reserves meet MidPen standards. •Maintain accurate budget and schedule for review by the Senior Portfolio Manager, VP of Real Estate Development and other internal partners. •Communicate all schedule and budget changes in a timely manner. •Prepare reports, presentations and resolutions to the appropriate Committees and Board of Directors regarding project status as necessary B. Project Management of major recapitalizations, refinancing, and resyndications as assigned: •Obtain and close financing for the project, including taking the lead in negotiations oPrepare and submit financing packages oClearly document loan and partnership terms for file and for approval oCreate and maintain up-to-date proformas that accurately reflect the project budget, expenses to date and financing plan •Apply for and obtain required government permits and approvals oManage a team of design consultants through the process of obtaining planning approvals oManage the community acceptance process oManage the building permit process •Lead a project team, including architects, engineers, contractors, attorneys, and other consultants through the project life cycle oLead the design process oSolicit, evaluate, negotiate, and monitor contracts oMonitor project costs, materials and schedule through construction, in consultation with Asset Management & Facilities Dept. •Prepare project summary and execute file transfer to central files, as necessary. •Represent the corporation before public bodies as needed •Network with appropriate groups and individuals •Develop and maintain positive relationships with all internal and external entities Performs other assignments as requested. Qualifications: •Masters Degree in Urban Planning, Community Development, Architecture or related fields with an emphasis on real estate development or commensurate experience •Minimum of two years experience in low-income housing development or asset management •Experience financing and completing an investor buyout for at least one project for which the person had primary responsibility during all phases of project •Proficient in Microsoft Office, including Excel, Word, PowerPoint, and Project. •Knowledge of Federal, State, Local and Private sources of financing for low income housing •Excellent written and oral communication skills •Demonstrate good political instincts and judgment •Ability to prepare financial feasibility analysis, conduct research and prepare narrative reports and proposals •Ability to work in fast-moving, flexible environment and maintain priorities and project management skills •Commitment to the goals and mission of the organization •Must possess a valid California Driver’s License, auto insurance and reliable transportation
