      ASSOCIATE PLANNER   

      $6925 - $8417 per month

      DEFINITION:

      Under general supervision, performs professional planning duties, preparing studies, reports, plans, maps; develops and enforces zoning regulations; processes permits and applications; makes presentations to elected officials and the public.


      DUTIES AND RESPONSIBILITIES: 

      Conducts design review of applications for room additions, property improvements and new developments; assists in studies of land use and design of municipal plans, assembles a variety of information and data for preparation of studies and reports; develops statistics and engages in research in preparation of various phases of planning projects; provides technical information on zoning to developers, interested groups and the public; develops maps, charts and graphics for presentations; reviews and makes presentations regarding development plans, architectural reviews, use permits and sign reviews for conformance with city design standards; performs field inspections to determine conformance to design standards and regulations; assists in the preparation and update of city design standards, regulations and plan approvals; assembles pertinent data to be used in studies required for meetings and hearings; prepares technical reports, presents and explains detailed information; assists in code enforcement activities and special projects.


      JOB-RELATED QUALIFICATIONS:

      Knowledge of:
       Principles, practices and purpose of municipal planning; site and project design review; nomenclature, symbols, methods, practices, techniques and instruments used in planning, drafting and mapping; statistics and statistical analysis as applied to land use, transportation, zoning and master plan studies; principles and techniques of developing and maintaining a master plan; site planning and architectural design; laws and other regulations relating to municipal planning.


      Ability to: Operate personal computers and utilize planning applications; analyze and compile statistical, economic and technical data; read, understand and apply state laws, local ordinances and guidelines to permit applications; prepare well written reports and oral presentations; establish and maintain effective working relationships with other employees, developers and the public; read and interpret architectural and construction plans; communicate clearly, concisely and tactfully with a variety of audiences; learn, retain and apply knowledge of laws and ordinances.


      EDUCATION AND EXPERIENCE:

      Any combination of experience and training that would likely provide the required knowledge, skills and abilities.  A typical way would be:


      Education:  Graduation from an accredited college or university with a Bachelor’s degree in City or Regional Planning, Urban Studies, Geography or a related field.


      Experience:  Two years of full-time, paid professional planning experience or similar work experience is preferred; experience in municipal code enforcement or other similar public administration duties, including public contact and computer usage is desirable.

      LICENSES AND CERTIFICATIONS:

      Possession of a valid California Class C Driver’s License and maintain a good driving record.


      SPECIAL REQUIREMENTS:

      Ability to attend evening meetings; ability to communicate effectively verbally and in writing; ability to manage multiple priorities and projects; ability to apply technical knowledge and explain information to a variety of audiences.

      SELECTION PROCEDURE:

      A limited number of the most qualified candidates may be invited to continue in the selection process.  The selection process may consist of one or more of the following components: written exam, oral board interview, and assessment center.  The list will consist of candidates that successfully complete the oral board process.  A departmental interview will be scheduled to fill the current vacancy following the establishment of the employment list.  This list will be in effect for at least one year.  After a conditional job offer, applicants must complete pre-employment medical examination.
