      Community Engagement Specialist

      The Position: The Community Engagement Specialist is a
      two-year pilot position with the focus on developing
      and strengthening the CERT* organization. Although
      housed in the Fire Department, the Community
      Engagement Specialist works closely with counterparts
      in the Police Department doing similar work with the
      Neighborhood Crime Watch (NCW) program and community
      policing efforts. This is a uniquely cross-functional
      position in that it reports to both the Fire Chief (or
      his designee) and the Neighborhood Resources Manager
      in the Office of Neighborhoods. The Neighborhood
      Resources Manager also supervises the staff in the
      Police Department.

      The Community Engagement Specialist position is
      designed to play an important role in implementing the
      City�s Community Building and Engagement Plan (Plan)
      recently adopted by the City Council. The Plan
      emphasizes 1) strengthening community at the block,
      neighborhood, and citywide levels, 2) building the
      community engagement skills of volunteers, and 3)
      improving and expanding City-sponsored volunteer
      organizations, such as CERT and NCW. The ideal
      candidate will be a highly motivated individual with a
      strong interest in the health of the community. S/he
      will be creative, innovative, imaginative, and
      resourceful. Additionally, s/he will be a
      self-starter, with a high degree of confidence,
      assurance, and a spirit of accomplishment while also
      having the ability to work collaboratively with staff
      and a diverse and dynamic population.

      Salary: The salary range is $49,368 to $60,000 per
      year depending on qualifications. Applicable state
      and federal taxes and Public Employees Retirement
      System contributions will be deducted as required by
      law. In addition, the City will pay for Workers�
      Compensation Insurance. No other benefits will be
      provided. It will be a contract position, and will be
      evaluated, at the latest, at the end of 2 years
      regarding the possibility of becoming a permanent
      position.

      Assignment: The Community Engagement Specialist
      performs a wide variety of administrative,
      coordination, organizing, and training assignments
      related to:
      1) Strengthening CERT programmatically and
      administratively,
      2) Developing CERT as a block-level activity,
      3) Expanding the agenda of block-level CERT groups to
      include Neighborhood Crime Watch and other programs,
      4) Working with other staff to develop leaders, build
      skills, and solve problems, and
      5) Work with other staff to organize events - paying
      special attention to the participation of CERT
      members.
      6) Expanding CERT recruitment efforts throughout the
      City of Fremont�s diverse community.

      Minimum Qualifications:
      Graduation form a four-year college or university in a
      related field and two years of paid or volunteer
      experience in neighborhood organizing or in work which
      has included extensive public contact. Additional
      relevant experience may be substituted for the
      education outlined above on a year-for-year basis to a
      maximum of two years. Must have a valid California
      Drivers License, and be willing to work evenings and
      weekends, as needed. The ideal candidate will have
      strong analytical and planning skills; will be a
      problem solver, proactive, organized, and flexible
      with strong verbal and written communication skills.

      *Community Emergency Response Team (CERT) consists of
      over 1,200 citizen volunteers who have completed 18
      hours of coursework in community emergency response.
      The goals of the CERT program are to help the citizens
      of Fremont become self-sufficient and to enable them
      to serve as disaster service workers in the event of a
      major disaster. CERT also serves to encourage
      interaction between CERT members, their neighbors and
      local government. CERT training topics include light
      search and rescue, utility control, disaster medicine
      and triage, and team response and management. CERT
      volunteers participate in annual disaster drills and
      other events sponsored by the Fire Department. CERT
      is overseen by a board, district coordinators, and
      volunteers.

        maintains - but anyone should feel free to post positions, events, etc.
        there, esp. as official description, though emailed descriptions are OK.
        BTW, my thanks to the UPC Council that constructed the board.
