FT-Oakland-Project/Contract Manager-Metropolitan Transportation Commission
- Under general direction of a 511 Senior Program Coordinator, work as a member of a project team responsible for operating the San Francisco Bay Area's 511 Traveler Information Program, coordinating closely with 511 staff and seniors in the Transportation Management and Coordination (TMC) unit. The 511 Project/Contract Manager will oversee the 511 Traffic Contract and the 511 traffic data collection system. Other responsibilities will include regular monitoring and troubleshooting of the 511 traffic data collection system, oversight for the design and development of enhancements to the 511 system, and technical support of Intelligent Transportation Systems (ITS) projects as needed. The selected candidate will also provide support in other areas of the 511 Program.
The TMC Unit is part of MTCâs Operations Section and is responsible for Corridor, Incident and Emergency Management and multimodal Traveler Information. The TMC Unit oversees the 511 Program, the Bay Areaâs free regional traveler information system available on the phone at 511, on the web at 511.org, and on a mobile device at 511.org. 511 provides real-time updates and trip planning assistance for travelers needing traffic, transit, rideshare, bicycling, and parking information. As the availability of traveler information tools increase and continue to evolve, the mission and goals of the 511 Program are adapting to meet the changing trends in traveler needs.

Education: Completion of a Bachelor's degree from an accredited college or university, in a discipline such as Engineering; City, Urban, Regional, or Transportation Planning; Information Technology; or other relevant field. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with the application.)
Graduate degree is strongly preferred. Preference will be given to those with Project Management Institute certification.
Experience: Minimum of two years of recent and verifiable professional experience in a field related to the position. (One year of graduate work in a discipline directly related to the position may be substituted for one year of job experience.) Additional professional work experience is preferred.
Knowledge of and experience with one or more of the following:
Project management techniques, including scope definition, budgeting and scheduling;
procurement and contract management;
Bay Area roadway network;
traffic data collection technologies and services;
techniques to facilitate inter- and intra-agency coordination;
quantitative and qualitative analysis; and
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Under direction of a Senior Program Coordinator, the Project/Contract Manager for 511 Traffic will:
Work closely with the 511 senior to manage the 511 Traffic Contract, a multi-year $32M contract. Prepare contract amendments and task orders, review progress reports, maintain project budget, process monthly invoices, coordinate with Finance staff on any project audits, prepare notifications to contractor, and provide general oversight to the contractor. Conduct bi-weekly Project Management meetings and Change Control Board meetings.
Manage task orders assigned, including contractor oversight, development of requirements, review of deliverables, and system testing. Manage task scope, schedule and budget.
Lead the 511 Traffic Data Collection program. Help define the long term vision for traffic data collection in the context of the rapidly changing technology environment. Perform regular operations & maintenance duties, including identification of functional issues and data abnormalities, and work with the 511 Traffic Contractor to resolve such issues. Review documentation and conduct regular system monitoring and testing.
Coordinate with other public agencies and academic institutions to ensure traffic data knowledge is shared, data quality is optimized, and data collection resources are leveraged to the public good. Stay abreast of the state-of-the-art in traffic data collection through literature, affiliations and attending conferences.
Perform 511 emergency response tasks during a planned closure, unanticipated disruption or regional emergency.
Provide support on other 511 tasks, as requested, and, serve as backup for the 511 Operations Center staff lead.
Monitor and report status to management on a variety of Intelligent Transportation System (ITS) projects. These ITS projects could include the national Connected Vehicles project; Vehicle Automation projects; pilot projects for passenger occupancy detection and alternative tolling; and, national and state legislative actions concerning ITS topics.
Perform other assignments that are necessary to ensure successful job performance, such as written and oral reports to management and the Commission, collaboration with other MTC staff, and general liaison activities.
New and different program, project, or function assignments may be assigned to staff in an effort to keep up with the changing Section and Unit requirements and to provide staff with professional development opportunities.
