      Position and Duties

      THIS RECRUITMENT IS OPEN UNTIL FILLED. HOWEVER, APPLICATIONS RECEIVED BY
      JULY 1, 2013 WILL RECEIVE FIRST CONSIDERATION.

      The Department of Transportation (DOT) is currently recruiting candidates
      to fill potentially three Transportation Specialist positions, all of which
      are proposed temporary positions with the possibility of being extended
      and/or becoming permanent. The ideal candidates have excellent analytical
      and problem solving skills, exhibit superior project management skills, are
      very focused on providing exceptional customer service, demonstrate good
      empathic listening skills, are able to respond effectively to various
      customer concerns, are sensitive and experienced in interacting within a
      working environment of individuals in a variety of professional and
      sub-professional trades, and are able to foster a team environment. The
      Department of Transportation is looking for Transportation Specialists with
      excellent written and oral communication skills that can effectively
      facilitate technical and administrative discussions with both internal and
      external customers.

      TRANSPORTATION SPECIALIST - PARKING OPERATIONS

      The Parking Operations Transportation Specialist is the Department of
      Transportation's lead for the planning, development, and management of
      vehicular and pedestrian traffic control plans necessary due to outdoor
      special events impacting City streets.

      The essential duties of this Transportation Specialist position in the
      Parking Operations Division include:

      -Coordination of special event traffic and parking control services

      -Prepare equipment work orders and cost estimates for street and lane
      closures

      -Assist with development of State standard traffic control plans and
      pedestrian access plans

      -Review, approve, and coordinate tow away permits for outdoor special
      events and construction activities

      -Secure encroachment permits from Caltrans and Santa Clara County

      -Participate in pre-event planning meetings

      -Review and modify proposed outdoor event sites and running routes

      -Attend all major events and provide traffic and parking management
      coordination during the event, including real-time traffic modifications
      during the event to reduce congestion and improve overall traffic flow and
      pedestrian access

      -Provide post event written critiques and develop operational improvement
      plans

      -Work with the Valley Transportation Agency to minimize impacts to light
      rail and bus service during special events

      -Review and approve downtown lane closure and haul route permit
      applications for construction projects as needed

      TRANSPORTATION SPECIALIST - BIKE/PED PROGRAM

      THIS IS A PROPOSED 1-YEAR, TEMPORARY POSITION WITH THE POSSIBILITY OF BEING
      EXTENDED AND/OR MADE PERMANENT.

      Under the general direction of the Associate Transportation Specialist and
      the Senior Transportation Specialist this position provides support to and
      assists the Bicycle & Pedestrian Program Coordinator. The Bike/Ped Program
      Transportation Specialist will be responsible for assisting with the
      following functions: applying for and administering grant funding,
      developing and implementing projects, conducting outreach and promotion,
      responding to constituent requests, administering the Bicycle & Pedestrian
      Advisory Committee, coordinating inter-agency efforts, and conducting
      miscellaneous public outreach. The position requires occasional attendance
      and participation at evening public meetings and week-end public workshops,
      and may include assisting with the preparation of council memos and reports.

      Key technical duties include:

      -Prepare grant documents including applications, progress reports,
      reimbursement requests, and various accounting documentation.

      -Respond to constituent requests, conduct field evaluations, coordinate
      proposed improvements with key stakeholders, prepare work orders and
      coordinate implementation with DOT staff.

      -Manage bike parking implementation including conducting field reviews,
      preparing of work orders, coordinating installation.

      -Prepare meeting agenda, minutes and other documentation for the City of
      San Jos� Bicycle & Pedestrian Advisory Committee.

      -Administer the Bicycle & Pedestrian Program web pages including creation
      of new content and maintenance of existing content.

      -Assist with the Special Event planning and operation, including but not
      limited to Bike to Work Day

      -Representing the Department of Transportation at meetings with internal
      and external stakeholders.

      TRANSPORTATION SPECIALIST - LOCAL PROJECT AND GRANTS

      THIS IS A PROPOSED 1-YEAR, TEMPORARY POSITION WITH THE POSSIBILITY OF BEING
      EXTENDED AND/OR MADE PERMANENT.

      Under the general direction of the Associate Transportation Specialist and
      the Senior Transportation Specialist this position will assist in the
      implementation of the City's multimodal policies and assist staff within
      the Department of Transportation and other City Departments in seeking out
      and writing grant applications. The successful candidate will work closely
      with the Senior Transportation Specialist to assist in preparing technical
      reports and memorandums, participating in public outreach efforts, and
      managing projects including project schedules and budgets.

      Key technical duties include:

      -Perform entry level professional engineering work in a variety of areas
      including the use of Computer aided drafting (CAD)

      -Prepare preliminary specification and design plans

      -Assisting with project budgeting and cost tracking

      -Seeking out and assisting with writing grant applications for regional,
      state and federal grants for various transportation projects in the City.

      -Assist with administering and managing grant funded projects including
      working with regional, state and federal agencies to meet all grant
      requirements

      -Recommending design and service features for projects that enhance
      potential for use of transportation alternatives such as dedicated bike
      lanes, pedestrian and transit corridors to promote the concept of complete
      streets.

      -Representing the Department of Transportation at meetings with internal
      and external stakeholders.

      -Conducting public outreach, encouragement and promotion efforts.

      Minimum Qualifications

      Any combination of training and experience equivalent to:

      EDUCATION: Bachelor's Degree in transportation planning, city and regional
      planning, urban studies, civil engineering, environmental studies or
      related field.

      EXPERIENCE: None required.

      LICENSES OR CERTIFICATES: Possession of a valid driver's license
      authorizing operation of a vehicle in the State of California is required.
