      In compliance with AB 340, CalPERS retirement formula is either 2% at age
      62, or 2.5% at age 55, depending on the individual's eligibility.

      *THE POSITION:* The City of Hayward Planning Manager will work under the
      general direction of the Development Services Director to supervise and
      coordinate the work and functions of approximately 10 staff in the Planning
      Division with a current budget of $1.2 million in a diverse city of
      approximately 150,000 residents in a strategic location in the San
      Francisco East Bay. This individual must possess excellent organizational,
      management, and communication skills in order to oversee a multitude of
      projects and functions, including an update to the City�s General Plan that
      is anticipated to be adopted in the summer of 2014; administer the City�s
      neighborhood and specific plans, zoning ordinance and related development
      regulations; and continue to promote sustainable practices and growth,
      reflective of the City�s major priorities of safe, clean, and green. The
      Planning Manager also supervises and coordinates project planning,
      subdivision engineering, and landscape design, requiring excellent site and
      urban design review skills. The Planning Manager also coordinates special
      and long-range planning projects, necessitating coordination with citizen
      groups, staff in other City departments, and regional and state
      agencies. Excellent writing and analytical skills are required for
      preparation of reports and recommendations relating to applications for
      development, ordinance amendments and environmental documents, while
      exemplary oral communication skills are required for presentation of staff
      recommendations to the City Council, Planning Commission, and other
      bodies. The Planning Manager also assists in budget preparation, and must
      possess the ability to deliver efficient, customer-oriented and
      business-friendly planning services.**

      *THE IDEAL CANDIDATE:* The City of Hayward seeks a Planning Manager who
      values exemplary customer service with strong and comprehensive knowledge
      of planning, land use, environmental, and sustainable law and trends; will
      possess strong leadership and management skills to inspire an experienced
      staff; and will be an effective communicator.


      *Knowledge of:* Principles and practices of California planning and land
      use laws and trends, California Environmental Quality Act and National
      Environmental Policy Act, regional land use planning related to the Bay
      Area�s Sustainable Communities Strategy, housing law and planning, historic
      preservation, climate action and sustainability.**

      *Ability to:* Plan, organize, and coordinate complex planning projects and
      studies; interpret and apply zoning regulations and planning concepts to
      unusual or difficult land use problems; communicate clearly and concisely,
      orally and in writing; and lead, manage, train, and evaluate employees.

      *EXPERIENCE AND EDUCATION:** *Any combination equivalent to experience and
      education that could likely provide the required knowledge and abilities
      would be qualifying. A typical way to obtain the knowledge and abilities

      *Experience:* Four (4) years of increasingly responsible experience of a
      supervisory, administrative or professional nature in planning, development
      processing, or a related field.

      *Education:* Equivalent to a Bachelor's Degree from an accredited college
      or university with major coursework in planning, public administration or a
      related field. A Master�s degree in Planning, Public Administration or
      related field is desirable, as is membership in the American Institute of
      Certified Planners.

      *Licenses and Certifications:* Possession and maintenance of a valid Class
      C California Driver�s License.

      *SELECTION PROCEDURE**:* Candidates must submit by *February 11, 2013*, a
      completed City of Hayward job application and a response to the
      Supplemental Questions, which fully describes the nature of their
      professional experience and qualifications. Applications submitted without
      the supplemental questionnaire *will not* be considered. Application
      packets will be screened by a qualifications panel and candidates
      considered best qualified based on the information provided, will move
      forward in the examination process. Candidate�s background and
      qualifications will be further evaluated by a competitive examination
      process that may include a writing exercise and/or oral interview, which
      will result in ranking on an eligible register for hiring
      consideration. Actual hire depends on success in the departmental
      selection process.

      is required for your application to be considered and is an integral part
      of the examination process. Responses should be limited to one page per
