      The Oakland Housing Authority is excited to announce an opportunity for the position of:

      $6833 - $7924/Monthly
      (Appointment is generally made at one of the first three steps, depending on experience.)


      Under the direction of the Director of Leased Housing, plans, implements, and manages the delivery of Leased Housing services to participant and applicant families assisted by a variety of housing programs. Supervises a staff of professional and clerical employees responsible for all aspects of the different housing assistance programs. The administration includes all stages in the programs from admission to continuing participation to separation. Performs other related work as required.


      Communication, Leadership and Relationships
      ● Interacts and communicates effectively and professionally with clients, staff, Authority leadership, government officials, service providers and members of the community.
      ● Ensures the highest level of customer service for Authority clients and the general public.
      ● Conducts team meetings to impart information and provide instruction to staff.
      ● Conducts presentations for various groups including property owners, program applicants and agency employees.
      ● Communicates the on-going status of program performance to the Director and staff to ensure compliance with policy, procedure, regulatory requirements and Authority goals.
      ● Acts in the absence of the Director or Assistant Director.

      Compliance and Program Evaluation
      ● Enforces compliance with HUD and Authority policies, procedures, and regulations and all applicable laws by conducting regular SEMAP and internal audits and quality control reviews. Evaluates, tracks, and audits the work of vendors and contractors.
      ● Analyzes and interprets HUD and Authority reports and takes action to ensure correct funding for the variety of housing assistance programs.
      ● Responds promptly to requests for information from regulatory agencies, service providers, vendors and others.
      ● Recommends, develops, implements, and evaluates goals and objectives related to the Authority's programs.

      ● Responsible for the training, development, supervision and evaluation of clerical and professional staff.
      ● Assists in interviewing and selection of new staff. Integrates temporary workers and interns into the workforce.
      ● Responsible for monitoring, approving, and submitting payroll for all assigned staff.
      ● Knowledgeable in all areas of Leased Housing core functions such as Eligibility, Inspections, Occupancy, and Customer Service.
      ● Provides technical support for client based software, HUD software and Microsoft Office products.
      ● Capable of being qualified to evaluate criminal background history in conjunction with the Oakland Housing Authority Police Department.
      ● Serves as an informal hearing officer.
      ● Serves as a reasonable accommodation committee member.
      ● Assists with the development and implementation of department policies and procedures.
      ● Leads complex and large projects.
      ● Collaborates with staff from other departments on special projects and related work.
      ● Develops and maintains records and recordkeeping systems.
      ● Assists with budget preparation.


      ● May be asked to attend or represent the Authority at public meetings or conferences.
      ● May be asked to attend or represent the Authority at evening or weekend functions.
      ● May be asked to serve on other agencies' panels.
      ● Performs related duties as assigned.


      Two years of experience performing the duties of a Housing Assistance Representative II or one year performing the duties of a Lead Housing Assistance Representative at the Oakland Housing Authority;


      Four years experience performing work similar to a Housing Assistance Representative II or two years performing work similar to a of Lead Housing Assistance Representative, with at least one year of supervisory experience;

      AND a bachelor's degree, with a major in business, public administration, or a related field.

      Must possess a valid California Class C driver's license and have and maintain an insurable driving record.

      Strong personnel supervision, writing, analytical, organizational, time management, and computer skills are required.

      An equivalent combination of education, training and experience will be considered.


      KNOWLEDGE OF: Low-income conventional public housing programs; HUD regulations, policies and procedures; principles and practice of property management; lease and other occupancy agreements; basic codes affecting safety of public facilities; and budget control procedures.

      ABILITY TO: Supervise, train and evaluate staff to ensure a high level of work performance and productivity working in public housing; effectively represent the Authority in a broad range of settings; maintain favorable public relations; provide quality customer service; assess and prioritize community needs and identify appropriate resources and program solutions; develop, gather & analyze data; prepare clear and concise reports; interpret and apply rules & regulations; demonstrate competency in handling confidential, sensitive information; effectively handle difficult situations; work cooperatively and constructively with staff and clients, government officials, and the general public; effectively use computer-based data processing systems; ability to work effectively and collaborate with diverse groups of individuals at all organization levels; communicate effectively both verbally and in writing.

      BILINGUAL SKILLS: Candidates with bilingual skills in Spanish, Cantonese, Mandarin and/or Vietnamese are encouraged to apply.
