      Position Title: Transportation Planner
      Position Term: Temporary, 6 Months, Full time,
      Classification: Non-exempt

      Job Summary: Under the direct supervision of the Environmental Department Coordinator and the Tribal Administrator, and the general supervision of the Tribal Council. The incumbent shall have the responsibility for the development of a Tribal citizens and TANF programs Mass Transportation Services Program strategic plan within FIGR service area comprised of Sonoma and Marin County. Through the coordination of a community-based planning process through coordinating and conducting service-area community input sessions; including workshops, community meetings, and other public forums for gathering membership/public opinions/needs the incumbent will develop a comprehensive strategic plan, identifying short-term & long-range plans. The Transportation Planner works cooperatively with the various tribal programs and communities to provide tribal decision-makers with the information and technical support necessary to formulate comprehensive plans, make informed decisions, and develop new initiatives to utilize the Transportation Grant, including compile information, presents summarized information into a comprehensive strategic plan, identifying short-term & long-range plans. The established program must comply with all State of California and federal safety requirements that would be applicable to privately operated transit bus system.
      The incumbent will develop and maintain effective working relationships with Tribal
      Administrative staff and TANF program officials to assist with the cooperative and efficient operation of the transportation program task objectives. The functions require the exercise of mature judgment and timely maintenance of the tasks with preparation of timely reports to the granting agency.

      Representative Examples of Work:
      1. Work with EPA Coordinator and TANF staff to gather and assess information on transportation system requirements that would improve;
      School attendance rate
      Work participation rate
      Job interview attendance rate
      2. Develop a comprehensive transportation program strategic plan, identifying short-term & long-range plans that meet the overall requirements determined by outcome of research conducted in conjunction with TANF program staff.
      3. Responsible for ensuring that any proposed transportation program that are defined and implemented are compliant with all state of federal safety regulations.
      4. Responsible for adhering to all grant requirements including financial reporting, program expenditures, purchasing and data gathering and reporting.
      5. Assist in researching additional funding sources for transportation projects.
      6. Attend and participate in Tribal Office Staff meetings.
      Job Requirements:
      1. Ability to prepare detailed and accurate program status reports to the Tribal Administrator and grant funding agencies.
      2. Must be able to multi-task and have excellent planning and organizational skills.
      3. Ability to implement and complete job responsibilities within established timeframes and budgetary constraints.
      4. Ability to effectively communicate in English, both oral and written.
      5. Ability to maintain an effective working relationship with elected tribal government officials, tribal office administrative and granting agencies personnel.
      6. Must be able to analyze and interpret federal & state regulations, codes, data, program policies and procedures and applicable laws concerning cultural resource/land management.
      7. Experience in development and implementation of transportation program.
      8. Must have strong PC skills with working knowledge and experience in Word, Excel.
      9. Must have the ability to communicate oral, written and work autonomously.

      MINIMUM QUALIFICATIONS:
      • Minimum Education: Bachelor's Degree from an accredited college in business development and or transportation systems planning. Or, a minimum of 3 years in related work experience in traffic or transportation engineering, transportation planning, land use planning, urban/regional planning, or community-based planning & strategic planning.
      • Must have strong PC skills with working knowledge and experience in Microsoft Office. MS project management, Excel and Word.
      • Must have valid California driver's license, dependable automobile and accredited automobile insurance for travel.
      • Must be willing to work flexible schedule including evenings and weekends as duties demand, and occasional overnight travel out of the area.
      • Must have knowledge of Federal and State grant processes, proposal writing, contractual compliance and reporting.
      • Ability to communicate effectively in English, both orally and in writing.
      • Ability to read, understand and follow complex rules, regulations, policies and directives.
      • Awareness of current Native American issues with regard to employment, training, and social services.
      • Ability to interact and demonstrate cultural sensitivity of Native American values and culture with clientele.
      • Must be willing to adhere to professional and ethical codes of conduct and to FIGR employment policies.
      • Must successfully pass a pre-employment drug/alcohol screen and background investigation
      • Will agree to blood and/or urine level testing for drugs and/or alcohol.
