      *Assistant Planner / Associate Planner*

      Position will be filled at either the Assistant or Associate level
      depending upon the qualifications of the applicant selected. Full-time
      position. Open Until Filled, 1st review August 15, 2012**





      *THE POSITION*

      Under supervision of the Senior Planner or Planning Manager, the
      Assistant/Associate Planner performs a variety of routine or professional
      planning activities including technical reviews of development and land use
      applications, and zoning matters; provides professional advice and
      information to others on planning, community development, zoning and
      environmental review; prepares staff reports for plan review and site
      development; assists with preparing and reviewing City Ordinances and
      performs related work as required.

      *Assistant Planner*: This is the first level of the professional planning
      classification series. Incumbents are expected to become familiar with and
      competent in a range of routine planning functions encountered by a
      developing City.

      *Associate Planner*: This class is the journey-level in the professional
      planning classification series and incumbents may be assigned the full
      range of planning functions encountered by a developing City. It is
      distinguished from the lower level of Assistant Planner in that the
      Associate Planner has project management responsibilities in addition to
      performing the full range of professional planning duties.

      *THE IDEAL CANDIDATE WILL POSSESS *

      Knowledge of:

      � Principles, practices and procedures related to City and regional
      planning and zoning administration, including applicable laws and
      regulations;

      � Comprehensive plans and current planning and the development
      process;

      � Computer applications related to the work, including basic GIS
      concepts and applications;

      � Project management techniques;

      � Principles and practices of effective supervision;

      � Techniques for effectively representing the City with
      governmental agencies, community groups, business, professional and
      regulatory bodies and with property owners, developers, contractors and the
      general public.



      In addition to the above, the Association Planner will also possess
      knowledge of the practices of researching planning issues, evaluating
      alternatives, making sound recommendations, and preparing and presenting
      effective staff reports;

      *Ability/ Skill to (Assistant Planner):*

      � Interpret applicable City laws, regulations and codes;

      � Conduct zoning and planning studies;

      � Prepare technical reports;

      � Read blueprints and site plans;

      � Communicate effectively with co-workers, supervisors, the general
      public, representatives of organizations and other sufficient to exchange
      or convey information and to receive work direction.

      � Use word processing software program

      � The following experience is desirable; use of spreadsheet,
      computer-based mapping/GIS, and presentation and/or graphic software
      programs.

      *Ability/ Skill to (Associate Planner):***

      � Complete complex current and advanced planning and zoning
      conformance activities in an independent and effective manner;

      � Conduct complex planning research projects, evaluating
      alternatives, making sound recommendations and preparing effective
      technical staff reports;

      � Manage projects and conducting site inspections;

      � Interpret, apply and explain complex laws, codes, regulations and
      ordinances;

      � Direct and review the work of support staff on a project or
      day-to-day basis and training staff in work procedures;

      � Conduct zoning studies and interpret City zoning laws,
      regulations and codes;

      � Use specialized computer software such as GIS and AutoCad;

      � Read blueprints and site plans and conducting site inspections;
      and

      � Communicate effectively with officials, co-workers, subordinates,
      the general public, representatives of organizations and others sufficient
      to exchange or convey information and receive work direction.

      *Any combination of experience and training that would provide the required
      knowledge and abilities is qualifying. A typical way to obtain the
      required knowledge and abilities would be:*



      Assistant Planner:

      � One year of responsible zoning and administration or related
      experience in a municipal planning department combined with college level
      course work in such subjects as city planning, geography, architecture,
      engineering, public administration and other related subjects.

      � Experience in a public agency is desirable.

      � Graduation from an accredited college or university with a
      bachelor�s or related experience in City Planning, Architecture, Landscape
      Architecture, Public Administration or related field.

      � Must possess and maintain a valid Class C California driver�s
      license and a satisfactory driving record.

      � Must possess mobility to work in a standard office setting and to
      use standard office equipment, including a computer, and to attend meetings
      days and evening, at various sites within and away from the City; strength
      to lift and carry materials weighing up to 10 pounds.



      Associate Planner:

      � Three years of planning related experience.

      � Equivalent to a Bachelor�s degree from an accredited college or
      university with major coursework in city, urban or environmental planning,
      architecture or a field related to the area of assignment.

      � Must possess and maintain a valid Class C California driver�s
      license and a satisfactory driving record.

      � Must possess mobility to work in a standard office setting and to
      use standard office equipment, including a computer, and to attend meetings
      days and evening, at various sites within and away from the City and to
      inspect various work, building or construction sites; strength to lift and
      carry materials and equipment up to 25 pounds.

      1. Do you have the equivalent to a Bachelor�s degree from an
      accredited college or university with major coursework in city, urban or
      environmental planning, architecture or a field related to the area of

      2. Do you have at least one year of responsible zoning and
      administration or related experience in a municipal planning department? If
      so, please describe.

      3. Do you have 3 or more years of planning related experience? If so,

      4. Describe the two most compelling planning issues facing the City of
      Newark today and explain why you think these two are the most compelling.

      5. Provide a summary of your experience in preparing staff reports for
      land use and development plan permits including determining overall content
      and format of reports.

      6. Please describe why you feel you are qualified and why you should
      be selected for this position.

      On the first review date, applications and supplemental questionnaires will
      be screened according to the qualifications outlined in this job
      announcement. The most qualified candidates will be invited to an oral
      panel interview and written exercise with the City, tentatively scheduled
      for August 8, 2012.

      Before receiving a conditional offer of employment, the candidate will be
      required to successfully complete a reference check and fingerprinted
      criminal history check. Upon receiving a conditional offer of employment,
      the applicant will be required to submit to a pre-employment medical
      examination. Applicants must be successful in all phases of the selection
      process to be considered for this position. In accordance with the
      Immigration Reform and Control Act, all potential employees are required to
      provide proof of U.S. Citizenship or authorization to work in the United

      *COMPENSATION & BENEFITS*

      *SALARY*

      Assistant Planner: $5,523 - $8,005 per month Total Compensation

      Associate Planner: $6,086 - $8,826 per month Total Compensation

      This is a �fully compensated� salary from which employees may elect to
      purchase benefits at group rates. * *In addition, the City will contribute
      $112 a month towards the cost of the 2012 medical plan premiums. The total
      compensation package provides flexibility for purchasing medical insurance
      at CalPERS group rates for employees without medical insurance. Employees
      with medical insurance have the option to forgo the additional cost of
      double coverage. In addition to medical insurance, employees may choose to
      purchase:

      � Dental insurance (Delta Dental or Delta Care)

      � Long-term and/or short-term disability insurance.

      � Vision coverage (EyeMed)

      *Retirement - *CalPERS 2.5%@55. In Fiscal Year 2012-2013, employees
      contribute 11.468% (8% of the Employee Share and 3.468% of the Employer
      Share). There is no deduction for Social Security. Medicare is deducted
      at 1.45% of salary.

      *Holidays - *13 holidays, including one floating holiday and a birthday
      holiday.

      *General Leave � *23 days of leave are accrued annually for the first 9
      years of employment with the City. That amount increases to 28 days for
      10-14 years of service; 30 days for 15-19 years of service; and 33 days for
      20 or more years of service.

      *Management Leave - *Up to 56 hours of management leave per fiscal year.
      The City Manager can authorize up to an additional 16 hours of management
      leave.

      *Health and Fitness* - Free use of the Silliman Activity & Family Aquatic
      Center.

      *Life Insurance* - City paid $20,000 life insurance policy.
