PB is providing Program Management services for the California High-Speed Train Program (CHSTP). This multi-billion dollar project will plan, design and construct an 800 mile high-speed rail passenger service, which will run from Sacramento in the North and San Diego in the South, with major interchange hubs in between, including San Francisco and Los Angeles. This will be the first, true high-speed rail project in America, with trains operating at up to 220 mph.
We have an immediate opportunity for a Urban Planning Manager to work on CHSTP in Sacramento, reporting directly to the Deputy Program Director with special responsibility for Planning.
Provide program-level oversight for transportation and land use planning activities related to the CHSTP.
Develop policies, procedures and guidance for a wide range of planning activities associated with station area planning, transit-oriented development, transit connectivity, customer experience and aesthetic design guidance.
Coordinate directly with local agencies, select state planning agencies and key stakeholders.
Provide program oversight of the Ridership Peer Review Panel, Vision California and the California State Rail Plan
A Master's degree or higher from an accredited university in Urban Planning, Transportation Planning, or a related field. Active AICP Certification is preferred.
At least ten years of experience in land use planning, urban design and/or large infrastructure programs that include public transportation, preferable involving high-speed passenger rail systems and associated horizontal development.
A strong knowledge of planning processes and an understanding of the institutional and policy framework that governs transportation and land use planning decisions. Knowledge of California's Sustainable Communities and Climate Protection Act of 2008 (SB 375, Steinberg) is preferred.
The ability to address planning issues associated with a full range of settings and stakeholders in urban and rural settings, including the sensitive development of existing urban and suburban areas, with an understanding of the setting and a sense of place.
The capacity to communicate effectively, both orally and in writing, at all levels within the program management teams including the Authority and Regional Consultants.
Ability to work in Sacramento, California immediately.
