      The City of Fremont is a full-service city with a budget of $134.1
      million in fiscal year 2010-2011, employing 848 regular employees. It
      is one of the most ethnically and culturally diverse cities in the Bay
      Area, with over 145 languages and dialects spoken in our schools.
      Fremont is recognized as a family friendly community with great
      schools, beautiful parks and a low crime rate. The City continues to
      be an innovator in municipal government, with dynamic leadership
      provided by the City Council and City Manager.

      The Planning Division

      As part of the Community Development Department, the Planning Division
      plays a vital role in shaping the community and its future. The
      Division assists the City Council with planning for the City’s future
      development and reviews proposed development projects for conformance
      with the City’s adopted policies and ordinances. Additionally, the
      Division provides zoning and planning information to the public and
      maintains and implements the General Plan.

      The Role of the Planning Manager

      As an integral member of the Community Development Department’s
      management team, the Planning Manager will plan, organize and manage
      the current and long range planning activities relating to the general
      plan and zoning code implementation and interpretation. The incumbent
      will act as: City Planner in the implementation and interpretation of
      City ordinances and regulations, Zoning Administrator in the
      interpretation of the zoning code, and Secretary of the Planning
      Commission. In addition, the successful candidate will identify policy
      issues and work with staff to develop options and recommend solutions.

      Ideal Candidate

      The successful candidate will have any combination of education and/or
      experience that has provided the knowledge, skills and abilities
      necessary for satisfactory job performance. A typical way to acquire
      the appropriate background include possession of a Bachelor’s degree
      in city planning, architecture, public administration, civil
      engineering or a closely related field and six years of progressively
      responsible experience performing varied and complex planning work,
      three years of which have included supervising professional staff. A
      Master’s degree in city planning, architecture, public administration,
      civil engineering or a closely related field is highly desirable.

      Ideal candidates will:
      - Possess knowledge and experience in urban design, place-making,
      transportation/multi-modal system, environmental review
      - Provide leadership to motivate staff and ensure resources are
      appropriately allocated
      - Demonstrate exceptional skill in written and oral communication
      - Analyze, interpret and present qualitative and quantitative
      information in an informative manner for City Council, boards,
      commissions and other community stakeholders
      - Make sound decisions under pressure
      - Exercise prudent budget management and cost-effective service delivery
      - Inspire cooperation and confidence in others
      - Possess the ability to design, facilitate and improve organizational
      development processes
      - Exhibit personal accountability and integrity
      - Build and maintain cooperative working relationships with staff and clients

      This position requires the possession of a valid California driver’s
      license in order to travel independently within and outside City
      limits to fulfill assigned duties and responsibilities.

      Compensation and Benefits

      The annual salary is $115,010 —$155,223 depending on qualifications.
      Current benefit features include:
      - 2.5% @ 55 public employment retirement (CalPERS) package for
      employees hired by 12/31/11; five years to vest
      - 13.29% employee-paid portion of PERS is tax deferred (8% employee
      required contribution and 5.29% cost sharing)
      - City contribution to a 401(a) plan, 2% of base salary
      - Health Benefit Allowance of $1,670 monthly for employees/dependents
      that includes medical, dental and vision plans; child care and medical
      expenses can be paid with pre-tax dollars
      - 128 hours of general leave time per year General leave may be used
      for vacation and sick leave
      - 104 hours of management leave
      - Thirteen paid holidays, including one floating holiday
      - City paid life and AD&D insurance; supplemental life insurance
      coverage is optional
      - Voluntary Deferred Compensation Plan
      - City-paid Long Term disability insurance; voluntary employee-paid
      Short Term disability insurance

      The probationary period for this FAME represented position is twelve
      (12) months.
