      JOB SUMMARY
      The Planner will provide professional planning services to the Operations Planning Department. The Planner is the lead person for developing short range service changes and contributes to the long range planning process. This position will work closely with the Scheduling staff to design and implement service changes and generate special statistical reports. The Planner is responsible for developing and maintaining SamTrans internal ridership reports. The Planner will coordinate the implementation of major Transit Operations projects. The Planner is a major contributor to special reporting efforts including Title VI, environmental reporting, performance audits, and triennial reviews.
      MINIMUM QUALIFICATIONS
      Sufficient education, training, and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: BS/BA degree in Urban Planning, Economics, Geography, or other related field and sufficient full-time progressively responsible planning experience which requires transit related short range planning and evaluation. Good oral and written communication skills and proficiency in word processing and spreadsheets is required. Proficiency in Crystal Reports, Brio, Hastus, and GIS programs preferred. Knowledge of Title VI, NTD, CEQA, and NEPA reporting is preferred.
      ESSENTIAL FUNCTIONS AND DUTIES
      EXAMPLES OF ESSENTIAL FUNCTIONS:

      *Works with the Scheduling staff to design and implement service changes, and update and generate SamTrans transit statistics; this includes working with Global Positioning System (GIS) programs and the Hastus Geo module.

      *Responsible for overall internal and external program evaluation and recommendation of policy changes for SamTrans.

      *Represents SamTrans in development of regional transit projects.

      *Responsible for other local, state, and federal requirements and regional coordination issues relating to SamTrans service. Assists in the development of fare policy proposals and fare/passenger projections necessary for budget cycles.

      *Design and generation of reports and statistics including using Hastus scheduling software, Crystal Reports, Brio, and other reporting software for SamTrans.

      *Performs route analysis to evaluate SamTrans service changes based on estimated costs and ridership to develop efficient service.

      *Coordinates the implementation of major projects including serving new transit centers, and implementing new Federal Transportation Administration (FTA) rules and procedures.

      *Creates the SamTrans monthly ridership report using data from automatic passenger counters and fare type data entered by bus operators.

      EXAMPLES OF DUTIES:

      •Helps prepare any interim National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) environmental reviews or analysis required prior to any major SamTrans service change or fare increase.

      •Assists in the preparation of SamTrans data for performance audits and triennial reviews.

      •Participates in the SamTrans Comprehensive Operational Analysis (COA); works with the Planning and Research Department and the project consultants.

      •Assists in the production of National Transit Database (NTD) reports, including SamTrans passenger count and passenger miles data.

      •Helps prepare the SamTrans TITLE VI analysis, including the evaluation of service changes, fare increases, and the triennial report.

      •Performs other duties as assigned.
      SUPERVISION
      Works under the general supervision of the Manager, Operations Planning, who establishes goals and objectives, monitors and evaluates performance.
      SELECTION PROCESS MAY INCLUDE:
      1) Written and/or skills assessment examination.
      2) Background investigation.
      3) Applications will be screened for minimum qualifications and completeness.
      4) Finalists will be interviewed by screening and selection panel.

      PAY RANGE
      $1,200 - $1,801 per week ($62,451 - $93,676 estimated annual)
