      Job Title: Affordable Housing Program Analyst

      Description: Marin Housing is seeking an experienced, self directed
      individual with excellent verbal, written and analytical skills to
      assist with construction management, acquisitions, renovation,
      development, project management, maintain and make recommendations on
      program and bookkeeping systems, and assume the lead on special
      rehabilitation projects. Some assignments will involve supervision of
      consultants and vendors and close coordination with internal
      departments and external housing stakeholders.


      Under direct supervision of the Director of Housing Development and
      Community Revitalization, the Affordable Housing Programs Analyst will
      provide contract administration, construction project management, act
      as agency liaison with architects, engineers and contractors regarding
      the work to be performed, administration of contracts to ensure
      conformance to specifications and standards. S/he will assist in the
      development, acquisition and rehabilitation programs that provide
      affordable housing for low- and moderate- income residents in Marin

      Typical duties of the position include, but are not limited to:

       Perform activities associated with the acquisition, development
      and/or rehabilitation of affordable housing units;
       Develop multifamily rehabilitation scopes of work, cost estimates
      and technical qualifications of bidders and logistics plans for
      occupied residential or relocation plans ;
       Prepare project budgets, bid packages, labor compliance agreements,
      contract negotiations, award and obtain permit approval;
       Supervise rehabilitation construction work, track construction and
      project schedules
       Manage labor compliance agreements such as Section 3, Davis Bacon
      Wage Act, Apprentice Training Programs and other local, state and
      federal labor program requirements as applicable;
       Work with a variety of individuals and agencies including financial
      real estate, and legal professionals, contractors, inspectors, and
      licensing and regulatory agencies;
       Assist in the analyses, reporting and implementation of the capital
      fund improvement programs for the agency's affordable housing
       Assist in the preparation and analysis of physical needs of
      properties and building and corrective measures to be taken;
       Coordinate the work of consultants, contractors, and Marin Housing
      staff throughout the renovation and reconstruction process;
       Conduct and research HUD established procurement procedures;
       Create and distribute RFPs/RFQs for contract labor;
       Inspect projects in progress and at completion for final acceptance
      of conformance and design;
       Prepare correspondence and reports on assigned projects;
       Be responsible for analyses of historical and trend data;
       Keep updated with current regulations, Federal, State and local laws codes;
       Perform other related work as assigned
       Review and approve shop drawings, performance bonds and insurance
      requirements, change orders, field reporting and drawing records
       Conduct post-construction activities such as final project cost
      review and cost documentation, contract close out, warranty review and
      operations and maintenance manuals
