      Working under the direction of the Manager, Capital Programs & Grants,
      the Senior Grants Analyst performs complex and professional-level
      administrative/managerial duties in the areas of grant development,
      grant management, and project reporting, as well as conducts and leads
      complex financial analyses for capital planning and programming.
      Responsibilities include the preparation of Federal, State, Regional
      and Local Capital and Operating grant proposals, monitoring grant
      activities to ensure timely project delivery and schedule adherence,
      ensuring compliance with grantors' required standards, and serves as
      liaison with internal divisions and external funding partners. Will
      also assist in the preparation of Capital Improvement Programs and
      related activities; perform complex financial analyses for input into
      the regional fund programming activities; ensure consistency between
      planning, legislative affairs, capital programming and grant
      documents; and provide analytical research and investigation on
      various grant and funding issues. Will supervise assigned clerical or
      subordinate professional staff, depending on assignments.

      Candidates should have sufficient education, training and experience
      to demonstrate the knowledge and ability to successfully perform the
      essential functions of the position. Such qualifications are typically
      obtained through, but not limited to: a Bachelor’s degree in planning,
      public policy, economics or other related field, plus sufficient
      full-time, progressively responsible professional experience
      demonstrating the ability to successfully perform the essential
      functions of this position. Knowledge of funding programs and
      experience in capital programming preferred. Experience applying for
      and managing grants and proficiency with word processing and
      spreadsheet applications required. Strong written, verbal,
      organizational and interpersonal skills desired. Must possess a valid
      California driver's license with safe driving record.
